Value chains and the rural economy: making it work for women and men. Join us in enabling vulnerable women and men in rural Africa and Asia to address the root causes of their poverty. Using the power of symbols and principles of inclusion, we helprural populations to improve livelihoods and gender equality, negotiate better prices for their goods and increase their influence on local economies. We mobilize people and institutions to work towards common visions of change. Women in poor rural areas often can#t own property and don#t have much say in what happens to the household income they help to earn. Peer pressure on men to behave #like a man# restrains them from saving money and investing in household welfare. This holds back families and communities. Greater gender equality typically means healthier children and more productive, faster-growing local economies. Many organizations work on issues such as agricultural value chains, local economic development, financial services and agricultural extension services. But it#s estimated that less than 1 in 10 of these programs explicitly address gender inequalities. The others could have more impact if they did. We work with local organizations and businesses as well as UN agencies, other donors to support them put gender frameworks into practice in their programs. We help women and men in marginalized rural communities to articulate their ambitions and understand how greater gender equality can improve their livelihoods and lives. With morecontrol of their own development process, rural communities negotiate better prices for their products, better work conditions, and more relevant services.

The SUSPO programme aims to ensure the recognition and protection of land rights of communities in palm oil producing countries, notably in Indonesia, by governments, and to ensure the respect of land rights by palm oil companies, resulting in access to decision making regarding their land ownership and use rights. Over the years the expansion of palm oil plantations in Indonesia has gone hand in hand with land grabbing from local (indigenous) communities resulting in over 3,500 conflicts of which the majority remains without remedy. The loss of land has lead to both economic and social problems for (indigenous) communities leading to decreased food security, lower income and social destabilisation. Women#s land rights are hardly taken into account. Labourers on the palm oil plantations work under poor labour conditions, often severely marginalising their socio-economic position. Oil palm plantation workers experience that their rights to organise are hindered by companies, they face poor safety and health conditions especially for women, low payments (below minimum wage) and inequality of payments between men and women. The approach is to link project activities at country level ( communities, districts and national level) to activities at global level at the Roundtable on Sustainable Palm Oil (RSPO) and vice versa. A coherent set of project components have been formulated: empowering communities affected by palm oil plantations in securing their land rights, sustainable land use planning (multi-stakeholder community mapping), strengthening the position of oil palm smallholders, land rights policy reform at national level through lobby and advocacy, setting the agenda for decent work in the palm oil sector, strengthening the social agenda of the RSPO through leading the Human Rights working group (promoting land rights, labour rights, Free, Prior and Informed Consent), through improving social auditing mechanisms, through improving dispute settlement mechanisms and monitoring the sustainabilityof the solutions provided. The project components are currently being implemented in Indonesia and at the global level of the RSPO. Indonesian partners are the Oxfam country office, TuK Indonesia (#Transformation for Justice#), LBH Medan (Legal aid organisation) and JKPP (#Participatory Mapping Network#). Allies to our work at the RSPO include Forest Peoples Programme and Both ENDS. Scaling up of the Oxfam sustainable palm oil work is being considered in DRC, Nigeria and Burma. The RSPO work is currently being done by highly experienced Oxfam Novib policy advisers based in the Hague. Current donor agencies of the SUSPO programme are: Ford Foundation (land rights, labour rights, RSPO) and the Netherlands Ministry of Economic Affairs (sustainable land use planning). Also Oxfam Novib invests with its own funding sources in the programme. Other donors were: Foreign and Common Wealth Office (FCO), Roundtable on Sustainable Palm Oil (RSPO), Ford Foundation.

This cross-sectoral Oxfam programme seeks to contribute to the equal rights and sexual autonomy for lesbian, gay, bisexual and transgender people (LGBT). The programme proposes activities that will strengthen the capacity of civil society organisations, groups and networks of LGBT persons so that they can individually and/or collectively speak out on, and challenge infringements of their human rights on the basis of sexual orientation. This includes intolerance, discriminatory practices and laws that prevent them from realizing all of their rights. Such a distinction is important in building awareness, planning and implementing networking efforts, solidarity building, and the advocacy and lobbying promoting the freedom of expression, movement, thought, opinion, and non-discrimination, as well as their right to equality before the law or access to justice. The programme will also work with human rights defenders, women#s rights and LGBT activists, lawyers and youth organizations toward an enabling environment to promote and support the rights of these sexual minorities. Lessons learned in the three countries of implementation will be collected to improve approaches to LGBT rights programming in Muslim and African context. Project activities will be implemented through three Oxfam Affiliates in three countries: Oxfam Novib in Pakistan, Oxfam Australia in South Africa, and Oxfam Canada in Zimbabwe. Local partners are Naz Male Health Alliance, Sexual Rights Centre, Vovo, The Inner Circle and the Triangle Project. In all three countries sexual minorities are subjected to discrimination and rights violations whereas for South Africa the sexual rights of women are more limited than those of men. AGIR (Acções para uma Governação Inclusiva e Responsável), is a five-year (2010-2014) programme on governance, implemented by Oxfam in Mozambique and funded by Swedish (186,6 million SEK # # 20 million for 5 years) and Dutch (1 million Euro/year) Embassies. AGIR supports civil society organisations in Mozambique with the final objective of ensuring that they are strong and vibrant enough to monitor governance and thus influence changes in Mozambique. The programme gives support through core funding to 20(twenty) partners. Essentially, the programme´s approaches of support is three fold: 1) to strengthen CSO institutional/organisational capacity; 2) to facilitate links, synergies and networks among CSOs; and, 3) to ensure that CSOs benefit from good donorship through establishment of basket/common funds and coordination among donors. In turn, these approaches will bring about changes in the Mozambican society, particularly on issues related to transparency and financial accountability and participation and social accountability. Recently, and after recommendation by the donors, Oxfam submitted a proposal for the extension of the programme for further 6 (six) years of implementation (with a budget of approximately # 50 million). Donors have not given feedback on the new proposal but it is supposed to start on the 1st January 2015, with 24 partners (18 current plus 6 new potential partners).

Introduction SLHAP Strong and empowered local actors play a key role in leading and delivering effective response. They work with vulnerable communities before, during and after crisis and have a deep understanding of the context. However, the international humanitarian community is currently not designed to systematically recognise the role and potential of local actors or define what international actors will do in the coming years to increase local/national humanitarian capacity. Time for a Change! Oxfam#s vision is to achieve an increase in local leadership in emergency response by 2020. Based on pilots with local humanitarian actors in Somalia and El Salvador the Strong Local Humanitarian Actors Programme is developed by Oxfam Novib, America, Intermon and GB and aims to scale-up the approach the next 5 years. SLHAProject2015 starts up SLHA projects in 6 countries managed bij Oxfam Novib, Oxfam America and Intermon Oxfam. Oxfam Strong Local Humanitarian Actors Programme This programme seeks to achieve that local actors play a leading role in humanitarian work with the interest of women, children and men affected by disaster at the centre. The Strong Local Humanitarian Actors Programme provides a practical approach for supporting local actorsto take the lead in humanitarian response. This programme employs a participatory methodology to analyse the humanitarian response ecosystem in-country and discuss positive elements in capabilities and collaboration, as well as blockers preventing local actors from fulfilling their potential. A capacity building pathway then maps the way to develop local humanitarian leadership. Sharing this analysis and discussing what it requires from whom in the system to reach a next level increases ownership, collaboration and provides new venues to capacity development and to resource mobilisation to support this. Areas of intervention Strength Local actors (government, private sector and civil society) have the capacity to deliver and lead humanitarian preparedness and response. This demands organisational capacity and collective agenda and leadership of organisations to influence and work with others. Space Creating an enabling environment to allow the Space for local actors to use, claim and further develop their Strength. International stakeholders need to recognize and trust the capacity (Strength) of local humanitarian actors and create an enabling environment and a willingness to develop equitable relations, engaging in information sharing, networking and mutual learning. Strength and Space are two sides of the same coin and form the basis of this Program! Oxfam Change Oxfam will lead in changing its own attitudes and practices and in convincing others to do the same. We will do so by addressing the external environment of donors and the public, and our internal environment (staff, including management, and the systems of decision-making and funding).
