General
In 2022, the Netherlands Enterprise Agency (RVO) and the Netherlands embassy in Yerevan, Armenia, started a project in the ICT sector (PST21AM01), consisting of a research and information dissemination phase (phase 1) and a local capacity building phase (phase 2).This project will be the implementation of the second phase, with the aim to strengthen the digitalisation of the private sector in Armenia, by enhancing e-commerce skills (a.o. e-commerce business models/platforms, regulatory considerations, digital payment modalities, security recommendations and website design strategies) amongst small-, and medium-sized enterprises (SME’s) from multiple sectors. These investments in skills and training are positively associated with the adoption of digital technologies and contributes to the realisation of the digital economy of Armenia.

Actual comment
At the inception of the project, we selected SMEs with a maximum size of 50 employees. To measure the number of potential jobs supported, we conducted an evaluation among 20 SMEs at the end of the program. This showed that two respondents (10%) hired new employees during the e-commerce program and together they are employing three new co-workers. 14 SMEs (70%) are intended to create job opportunities in the near future.
