La zone cible du projet couvre l’ensemble du territoire de la Grande Comores. Le projet bénéficiera directement à la population de cette île estimée à environ 520000 habitants dont 49,9% de femmes et au gouvernement de l'Union des Comores. La disponibilité accrue de l'énergie électrique moins chère augmentera la fiabilité de l'approvisionnement et permettra de donner l’accès à environ 93000 ménages. Les commerces, les administrations et les entreprises bénéficieront également de la disponibilité accrue de l'électricité, ce qui améliorera les conditions de vie des populations et la productivité des entreprises.
The project's target area covers the entire territory of Grande Comores. The project will directly benefit the population of this island, estimated at some 520,000 inhabitants, 49.9% of whom are women, and the government of the Union of the Comoros. The increased availability of cheaper electrical energy will increase the reliability of supply and provide access to around 93,000 households. Shops, administrations and businesses will also benefit from the increased availability of electricity, which will improve living conditions and business productivity.
Objectives
Le Projet vise à caractériser le potentiel géothermique de la zone du Karthala en vue de son exploitation pour la production d'électricité. Il constitue la première phase d’un programme qui, à terme, permettra d’opérer la transition vers une énergie propre et renouvelable en réduisant la dépendance du pays par rapport aux produits pétroliers importés. Le projet permettra de renforcer la résilience du pays en améliorant sa sécurité énergétique du fait de l’augmentation de la part des énergies renouvelables dans le bouquet énergétique et en lui permettant de satisfaire la demande croissante d’énergie électrique résultant de la forte croissance démographique.
The project aims to characterize the geothermal potential of the Karthala area with a view to exploiting it for electricity generation. It is the first phase of a program that will ultimately enable the transition to clean, renewable energy, reducing the country's dependence on imported petroleum products. The project will strengthen the country's resilience by improving its energy security through an increase in the share of renewable energies in the energy mix, and by enabling it to meet the growing demand for electricity resulting from high population growth.
General
L’Union des Comores enregistre actuellement un déficit de production d’électricité en raison de conditions d’exploitation et de maintenance qui ont fini par rendre plusieurs unités de production indisponibles. Dans cette situation d’urgence, le pays s’est tourné vers l’achat de groupes diesel dont les coûts de production sont relativement élevés pour combler le déficit de production en vue de satisfaire la demande. La géothermie offre une solution de production d’électricité plus économique qui s’avère nécessaire non seulement pour ajouter plus de capacité de production d’énergie de source intermittente mais également pour assurer la viabilité du secteur. En effet, le projet permettra d’obtenir un coût de production du 11 cents USD par kWh alors que le tarif d’électricité du pays est parmi les plus élevés d’Afrique avec 44 cents USD/kWh. L’archipel, des Comores est confronté à des difficultés dans l’approvisionnement en combustible (diesel) et manquent d'économies d'échelle pour la production d'électricité. A la Grande Comores, avec une puissance installée de 17 MW et une demande de pointe sans contrainte estimée à environ 11 MW. Cela implique que la capacité de production est suffisante ; cependant, le coût élevé des produits pétroliers importés utilisés pour la production d'énergie thermique et la mauvaise situation financière des fournisseurs de services publics comoriens rendent difficile l'achat de combustibles en quantités suffisantes pour répondre à la demande. Afin de réduire sa dépendance à l'égard des produits pétroliers importés, le Gouvernement des Comores poursuit un programme d'exploration géothermique sur la Grande Comores, en vue de développer une centrale géothermique. Ce projet contribue principalement aux résultats en matière d'atténuation au climat. Ainsi, 100 % du montant total approuvé est attribué au financement climatique, dont 100 % dédiés à l'atténuation.
The Union of the Comoros is currently experiencing an electricity production deficit due to operating and maintenance conditions that have rendered several generating units unavailable. In this emergency situation, the country has turned to the purchase of diesel generators, whose production costs are relatively high, to make up the production deficit and meet demand. Geothermal power offers a more cost-effective solution to electricity generation, which is needed not only to add more intermittent power generation capacity, but also to ensure the viability of the sector. Indeed, the project will deliver a production cost of 11 cents USD per kWh, while the country's electricity tariff is among the highest in Africa at 44 cents USD/kWh. The Comoros archipelago faces difficulties in fuel supply (diesel) and lacks economies of scale for power generation. In Grande Comores, with an installed capacity of 17 MW and an unconstrained peak demand estimated at around 11 MW, this implies that generation capacity is sufficient; however, the high cost of imported petroleum products used for thermal power generation and the poor financial situation of Comorian utility providers make it difficult to purchase fuel in sufficient quantities to meet demand. In order to reduce its dependence on imported petroleum products, the Government of Comoros is pursuing a geothermal exploration program on Grande Comores, with a view to developing a geothermal power plant. This project primarily contributes to climate mitigation results. As such, 100% of the total approved amount is attributed as climate finance, of which 100% is dedicated to mitigation.
