Das Vorhaben unterstützt den Erhalt von Biodiversität, natürlichen Ressourcen und Umweltdienstleistungen in der Ukraine, die gemessen an ihrer Größe einen überproportionalen Anteil an Biodiversität in Europa besitzt. Es soll das Management und die Effektivität ausgewählter Schutzgebiete in der Ukraine verbessern und damit auch die Akzeptanz der Gebiete bei der lokalen Bevölkerung erhöhen, bzw. auf hohem Niveau halten (Modulziel). Der Träger des Vorhabens soll das Ministerium für Ökologie und natürliche Ressourcen der Ukraine (MENR) sein. Der Träger soll aus FZ-Mitteln mit 20 Mio. Euro unterstützt werden (14 Mio. Euro aktuelle Zusagen plus 6 Mio. Euro Vorrat), wobei der Investitionsbedarf im Schutzgebietssektor der Ukraine weit über die derzeit verfügbaren Zusagen hinausgeht.Die Zielgruppe des Vorhabens ist einerseits das Personal der ausgewählten Schutzgebiete, die von Investitionen in Infrastruktur, Ausrüstung und eine bessere Ausbildung profitiert. Andererseits sind die Einwohner der umliegenden Gemeinden Teil der Zielgruppe. Sie sollen in die Planung und das Management von Schutzgebieten einbezogen werden und profitieren von ausgewählten Investitionen in sozio-ökonomische Maßnahmen im Umfeld der Schutzgebiete.Das Vorhaben unterstürzt acht ausgewählte Schutzgebiete bei der Erstellung von erforderlichen Planungsunterlagen und der Bereitstellung notwendiger Infrastruktur, Ausrüstung und ausgebildeten Personals (Leistung 1 und 2). Die lokale Bevölkerung im Umfeld der ausgewählten Schutzgebiete wird bei der Planung beteiligt, profitiert von Investitionen in sozio-ökonomische Maßnahmen, was deren Akzeptanz gegenüber der Schutzgebiete steigern soll (Leistung 3). Auf der nationalen Ebene werden Investitionen getätigt, wenn sie für das Funktionieren der ausgewählten Schutzgebiete direkt relevant sind und einen wichtigen Beitrag zum Programmziel liefern (Leistung 4).
The project aims to support the conservation of biodiversity, natural resources and environmental services in Ukraine, which, compared to its size, has a disproportionate share of biodiversity in Europe. It is intended to improve the management and effectiveness of selected protected areas in Ukraine and thus also to increase the acceptance of the areas by the local population or to maintain it at a high level (module objective). The Ministry of Ecology and Natural Resources of Ukraine (MENR) will be the project executing agency. The project-executing agency will be supported from FC funds with EUR 20 million (EUR 14 million current commitments plus EUR 6 million in reserves), although the investments needed in the protected area sector in Ukraine far exceed the currently available commitments.The target group of the project is on the one hand the staff of the selected protected areas, who benefit from investments in infrastructure, equipment and better training. On the other hand, the inhabitants of the surrounding communities who are part of the target group. They will be involved in the planning and management of protected areas and benefit from selected investments in socio-economic measures in the vicinity of the protected areas.The project supports eight selected protected areas in preparing the necessary planning documents and providing the necessary infrastructure, equipment and trained personnel (services 1 and 2). The local population in the vicinity of the selected protected areas will be involved in the planning process and benefit from investments in socio-economic measures, which should increase their acceptance of the protected areas (service 3). Investments are made at the national level if they are directly relevant to the functioning of the selected protected areas and make an important contribution to the program objective (performance 4).
