   <narrative xml:lang="EN">VFD-Access for children with disability</narrative>

   <narrative xml:lang="EN">&apos;  This research initiative adopts the bottom-up approach, through the exploration of the experience, perspectives, and responses from individuals, families, and officials in the fields of education and health care. The research aims to identify and analyze how health care and education services remain inaccessible for children with disabilities and girls in the studied areas; assess the impact of geographical, cultural, economic, and social factors, as well as capacity and awareness on children#s accessto medicare and education. Based on the research findings, the project develops proposals as follows:
 (1) Amending and supplementing education, health, and family policies;
 (2) Adjusting administrative mechanisms and procedures, and creating a favourable legal framework for girlsand disabled children so that they and their families could overcome these obstacles and access basic social services
 (3) Developing a capacity-building model for policy implementers, who work with girls and disabled children.

 Project findings can also be a well-informed basis for further communication projects to raise public awareness and interests in promoting the implementation of the rights and well-being of children with disabilities and girls.

 To accomplish this goal, the project is expected to be implemented in 4 provinces/cities: Hanoi, Nghe An, Hoa Binh and Dong Thap, each province/city will take a representative sample for urban and rural groups. The object of the research consisted of three main groups:(1) girls, children with disabilities; (2) parents/caregivers;and (3) officials from all sectors, organizations and associations involved in the implementation of education and health policies for children in the four provinces.
 As for the research methodology, a questionnaire will be disseminated to  640 parents of girls and children with disabilities; in-depth interviews will be carried out with approximately 184 participants including parents, girlsand children with disabilities, officers in policy,justice, health care and child protection (BVTE) in 4 provinces/cities; and 8 group discussions will be conducted with a group of about 80 parents. The research is designed to ensure both scientific and ethical research requirements, especially with the requirements when working with disadvantaged children. After the study, the project will conduct pilot model of capacity building and training for various groups of child support officials so that the Association of Peoplewith disabilities will follow up,evaluate and then multiply this model to the wider community.</narrative>
