   <narrative xml:lang="EN">CIDA is assisting the Intergovernmental Authority on Development (IGAD) in addressing the regional challlenges of HIV/AIDS in the Horn of Africa. This program has been established by IGAD in partnership with the World Bank (WB) to mitigate the impact of HIV/AIDS among cross-border and mobile populations in IGAD&apos;s member states: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda. CIDA&apos;s financial support over a four-year period (2009-2013) will allow the scaling up of priority IRAPP activities to be determined by National AIDS Authorities and IGAD. This could include: 1) training for front-line health workers; 2) epidemiological studies that will facilitate an increased understanding of the drivers of the epidemic in cross-border mobile populations; 3) the addition of a gender equality specialist within the Project Facilitation Office (PFO); and 4) the targeting of additional sites and/or additional cross-border populations such as truck drivers.</narrative>
   <narrative xml:lang="FR">L&apos;ACDI appuie l&apos;Autorit&#xe9; intergouvernementale pour le d&#xe9;veloppement (IGAD) dans la lutte contre les d&#xe9;fis r&#xe9;gionaux du VIH / SIDA dans la Corne de l&apos;Afrique. Ce programme a &#xe9;t&#xe9; mis en place par l&apos;IGAD, en partenariat avec la Banque mondiale (BM) pour att&#xe9;nuer l&apos;impact du VIH / SIDA parmi les populations transfrontali&#xe8;res et mobiles dans les Etats membres de l&apos;IGAD: Djibouti, Erythr&#xe9;e, Ethiopie, Kenya, Somalie, Soudan et Ouganda. Le soutien financier de l&apos;ACDI sur une p&#xe9;riode de quatre ans (2009-2013) permettra l&apos;augmentation des activit&#xe9;s prioritaires d&apos;IRAPP qui seront d&#xe9;termin&#xe9;es par les autorit&#xe9;s nationales sur le SIDA et l&apos;IGAD.      <narrative xml:lang="EN">Although the project was approved in 2009, the Agreement between CIDA and the World Bank was signed in June 2011. The program however has been in effect by the World Bank (WB) since 2007.   As of March 2012, the program met and in some cases surpassed some of its targets. IRAPP supported sites (National Aids Commissions and UNHCR) have increased to 37 in 2011. There were 15 sites in 2009, of which 8 NACs and 7 UNHCR supported sites. All sites are providing free STI/HIV prevention, care, treatment and support services to the cross border mobile population (CBMPs), internally displaced population (IDPs), refugees, host and surrounding community. The services are targeting in particular the female sex workers, long distance truck drivers and youth. The target population get an integrated health sector response and community based HIV services including free condom promotion and distribution.   The number of people reached through community based services was 132,921 in 2011 in the targeted areas compared to 79 325 in 2010. The total number of pregnant women who were referred for antiretroviral treatment to reduce the risk of mother-to-child transmission was 1410. Condoms were highly promoted and distributed in IRAPP community based sites. The number of male condoms distributed in 2011 reached 1,976,976; of which 18,173 female condoms distributed compared to 1,227,224 male and 7329 female condoms distributed in 2010. Since the onset of the project, a total of 4,355,769 condoms were distributed in the IRAPP supported sites.</narrative>
     <narrative xml:lang="FR">Bien que le projet ait &#xe9;t&#xe9; approuv&#xe9; en 2009; ce n&#x2019;est qu&#x2019;en juin 2011 que l&#x2019;accord entre l&#x2019;ACDI et la Banque mondiale a &#xe9;t&#xe9; sign&#xe9;. Cependant, le Programme existe depuis 2007.   En mars 2012, le Programme avait atteint et, dans certains cas, d&#xe9;pass&#xe9; certains de ses objectifs. Les sites appuy&#xe9;s par IRAPP des sites ont augment&#xe9; de 15 sites en 2009 &#xe0; 37 en 2011. Tous les sites offrent gratuitement de la pr&#xe9;vention en VIH, des soins, des traitements et des services de soutien &#xe0; la population transfrontali&#xe8;re mobile (CBMPs), les populations d&#xe9;plac&#xe9;es (PDI), les r&#xe9;fugi&#xe9;s, et les communaut&#xe9;s environnantes. Les services visent en particulier les travailleuses du sexe, les routiers et les jeunes. La population cible obtient une r&#xe9;ponse de sant&#xe9; int&#xe9;gr&#xe9;e et des services de base en VIH pour la communaut&#xe9;, y compris la promotion et la distribution gratuite du pr&#xe9;servatif.
