46002-P-UG-AAZ-003 African Development Bank Le Programme de développement de la chaîne de valeur agricole (PCV) - Projet 1 est conçu dans le contexte du Plan de développement national II (PND II) 2015 / 16-2019 / 20, qui a été désigné par le gouvernement ougandais comme deuxième une série de six néo-démocrates quinquennaux chargés de traduire en actes la vision 2040 du pays. AVCP est un programme d’investissement du secteur public qui s’appuie sur les interventions réussies de la Banque en Ouganda. Le projet vise à accroître les revenus des agriculteurs en améliorant la production et la productivité, en développant les infrastructures, en développant les marchés et en facilitant les échanges. Il sera mis en œuvre sur une période de cinq ans dans le cadre de la chaîne de valeur des produits de base, en accordant une attention particulière aux réformes réglementaires. En accord avec le gouvernement, le projet se concentrera sur trois chaînes de valeur, à savoir: les chaînes de valeur du riz, du maïs et des produits laitiers / bœuf; et comprend trois (3) composantes opérationnelles et une (1) composantes de gestion, à savoir: i) amélioration de la production et de la productivité, ii) développement des infrastructures, iii) développement des marchés et facilitation des échanges; et iv) gestion et coordination du projet. The Agricultural Value Chain Development Programme (AVCP) – Project 1 is designed within the context of the National Development Plan II (NDP II) 2015/16-2019/20, which has been designated by Government of Uganda (GoU) as the second of a series of six 5-year NDPs to translate the country’s Vision 2040 into action. AVCP is a public sector investment project that builds on successful Bank’s investments in Uganda. The project seeks to increase farmer incomes through improvements in Production and Productivity Enhancement, Infrastructure Development and Market Development and Trade Facilitation. It will be implemented over a five-year period along commodity value chain framework, with considerable attention to regulatory reforms. In agreement with Government, the project will focus on three commodity value chains, namely: Rice, Maize and Dairy/Beef value chains; and will comprise of three (3) operational and one (1) management components namely: i) Production and Productivity Enhancement, ii) Infrastructure Development, iii) Market Development and Trade Facilitation; and (iv) Project Management and Coordination. Le projet profitera à 300 000 ménages supplémentaires, dont 20% de femmes dirigées hors des zones de contrôle de l'irrigation, en introduisant ou en améliorant les mesures de conservation des sols dans les bassins alimentant les périmètres d'irrigation. The project will benefit further 300,000 households of which 20% are female headed outside of irrigation command areas, by introducing or improving soil conservation measures in the catchments feeding the irrigation schemes. L’objectif général du projet est de contribuer à la réduction de la pauvreté et à la croissance économique en Ouganda grâce à une productivité accrue et à la commercialisation de l’agriculture. L'objectif spécifique du projet est d'améliorer les revenus des ménages, la sécurité alimentaire et la résilience au climat grâce à des pratiques agricoles commerciales, à la gestion durable des ressources naturelles et au développement des entreprises agricoles. The overall goal of the Project is to contribute to poverty reduction and economic growth in Uganda through enhanced productivity and commercialization of agriculture. The project objective is to improve household incomes, food security, and climate resilience through commercial agricultural practices, sustainable natural resources management and agricultural enterprise development.
