46002-P-TN-G00-003 African Development Bank Le projet d’appui à la mise en œuvre du Plan National Stratégique (PNS) « Tunisie Digitale 2020 »dans le cadre du Plan National de Développement (PND) 2016-2020 a été conçu sur la base d’études techniques détaillées réalisées dans le cadre d’une assistance technique à la Présidence du Gouvernement financée à travers le FAT/PRI. Le projet prévoit : (i) la mise en place des principaux Systèmes d’Information (SI) ministériels (e-Finances, e-Justice, e-Collectivités locales, etc.) ainsi que (ii) l’ensemble des plateformes sous-jacentes à l’administration communicante (interopérabilité, cloud public, intranet gouvernemental, etc.). Il prévoit, en outre, un appui institutionnel comprenant, entre autres, des études de faisabilité en vue de préparer la suite du projet, des actions d’accompagnement (assistance juridique, support à la gestion changement, à la communication, etc.) ainsi que la maitrise d’œuvre relative à chacune des différentes activités prévues. Le projet sera exécuté sur quatre ans, dans la période 2018-2021 pour un coût total estimé à 134,96 millions d’Euros (MEUR). The Support Project for Implementation of the “Digital Tunisia 2020” National Strategic Plan (PNS within the National Development Plan (PND) 2016-2020) was designed based on detailed technical studies conducted through technical assistance provided to the Presidency of the Government and funded with MIC TAF resources. The project comprises: (i) the establishment of the main ministerial information systems (IS) (e-finance, e-justice, e-local government, etc.); and (ii) all the platforms that guarantee an e-government (interoperability, public cloud, Government intranet, etc.). Furthermore, it provides for institutional support that includes feasibility studies to prepare for the rest of the project, support actions (legal assistance, management change, communication, etc.) and implementation of various project activities. The project will be implemented over a four-year (2018-2021) period for an estimated total of EUR 134,96 million. Les bénéficiaires de la zone élargie correspondent à l’ensemble de la population tunisienne. En effet, une fois les sites administratifs entièrement connectés à travers le RNIA2 et les fondements de l’administration électronique en place (SI, interopérabilité, etc.), l’administration tunisienne aura tous les prérequis pour lancer une automatisation quasi généralisée de ses interactions avec les usagers. D’une manière générale, le secteur privé tunisien bénéficiera à travers la réalisation de la multitude d’activités prévues dans cette opération. The beneficiaries of the expanded project area are the entire population of Tunisia. Indeed, once the administrative sites are fully connected through RNIA2 and the foundations of e-government have been laid (IS, interoperability, etc.), the Tunisian government will have all that is required to launch a virtually universal automation of its interactions with users. In general, the Tunisian private sector will benefit through the execution of a multitude of activities planned under this operation. L’objectif sectoriel du projet est de contribuer à l’amélioration des services publics offerts aux usagers. L’objectif spécifique du projet est de : (i) renforcer la performance, l’ouverture et la qualité de l’administration tunisienne ; (ii) faire de la Tunisie une destination numérique internationale ; (iii) créer des emplois ; (iv) renforcer l'usage du digital dans tous les secteurs d'activité et à faire de ce secteur, à terme, la première source de recettes fiscales pour l'Etat. The project’s sector objective is to help improve public services provided to users. Its specific objective is to: (i) enhance the performance, openness and quality of the Tunisian administration; (ii) transform Tunisia into an international digital destination; (iii) create jobs; (iv) increase the use of digital technology in all sectors of activity and ultimately transform this sector into the primary source of tax revenue for the State.
