46002-P-ST-H00-002 African Development Bank Le Projet de Renforcement de l'Infrastructure du Système de Paiement et de l'Inclusion Financière (PISPIF) entend rendre le secteur financier plus compétitif et élargir l'inclusion financière, grâce à l'internationalisation du système de paiement, à la sécurisation des prêts et à l'amélioration du cadre stratégique et des instruments de paiement électronique à Sao Tomé-et-Principe. Le pays profitera ainsi d’un système pleinement interopérable par carte, relié aux réseaux internationaux pour permettre l'utilisation des cartes Visa et MasterCard. Ce projet aidera aussi au renforcement des capacités institutionnelles, en appuyant la restructuration et le renforcement de la Banque centrale ; un service dédié au contrôle et à la supervision du système de paiement va également être créé, avec l'appui de l'Initiative « First » de la Banque mondiale. Le coût total est estimé à 64,7 milliards de dobras de Sao Tomé, soit l’équivalent de 2,87 millions de dollars EU. Aucun financement climatique n'est attribué à ce projet. The Payment System and Financial Inclusion Infrastructure Project (PISPIF) aims to make the financial sector more competitive and expand financial inclusion, through the internationalization of the payment system, securing loans and improving the strategic framework and electronic payment instruments in Sao Tome and Principe. The country will benefit from a fully interoperable card system, linked to international networks to enable the use of Visa and MasterCard. This project will also support institutional capacity building, supporting the restructuring and strengthening of the Central Bank; a service dedicated to the control and supervision of the payment system will also be created, with the support of the "First" initiative of the World Bank. The total cost is estimated at 64.7 billion Sao Tome Dobru, equivalent to US $ 2.87 million. Climate finance is not attributed to this project. Le projet cible l'ensemble de la population de Sao Tomé-et-Principe, avec la perspective d’une inclusion financière plus grande aux termes du projet. L’organe de gestion du système de paiement (SPAUT) bénéficiera quant à lui d’une assistance similaire, après une étude diagnostique de son infrastructure, des logiciels utilisés et de la gestion. The project targets the entire population of Sao Tome and Principe, with the prospect of greater financial inclusion under the project. The Payment System Management Authority (SPAUT) will receive similar assistance after a diagnostic study of its infrastructure, software used and management.
