46002-P-GA-E00-001 African Development Bank Le 1er Sous-programme Intégré pour l'Alimentation en Eau potable et Assainissement de Libreville (PIAEPAL) découle du programme de développement du secteur de l'eau potable et de l'assainissement (AEPA) élaboré par le Gouvernement. Les réalisations envisagées dans le cadre de ce vaste programme émanent de l’ambition de garantir, à l’horizon 2025, un accès universel durable à l’eau potable et à l’assainissement dans un cadre de vie sain et amélioré, sur l’ensemble du territoire national. Le PIAEPAL vise à renforcer et à améliorer les services d'eau potable et d'assainissement du grand Libreville. Son coût total est de 200 millions d'UC. Le Gouvernement a sollicité de la Banque le financement du volet eau potable de ce sous-programme, à savoir, le renforcement des capacités institutionnelles du secteur de l'AEPA, le renforcement et l’extension de 280 kilomètres du réseau d’eau potable du Grand Libreville comprenant les communes de Libreville, d'Akanda, d'Owendo et de Ntoum et la préparation de la phase suivante sous forme d'un projet. Le coût total du volet à financer par la Banque est de 96,95 millions d’UC et son exécution s'étalera sur une période de 4 ans. Libreville's first Integrated Water Supply and Sanitation Sub-Programme (PIAEPAL) is part of Government's programme to develop the Drinking Water Supply and Sanitation (DWSS) sector. The achievements envisaged under this vast programme stem from the ambition to guarantee, by 2025, sustainable universal access to drinking water and sanitation in a healthy and improved living environment nationwide. PIAEPAL aims to strengthen and improve drinking water and sanitation services in Greater Libreville. It will cost UA 200 million. The Government requested funding from the Bank for the drinking water component of this sub-programme, which involves building the institutional capacity of the DWSS sector, reinforcement and a 280-kilometre extension of the drinking water network in Greater Libreville comprising the Libreville, Akanda, Owendo and Ntoum municipalities, and preparation of the next phase in the form of a project. The total cost of the component to be financed by the Bank is UA 96.95 million. It is scheduled to be implemented over a 4-year period. Le Projet va engendrer chez les 920.000 habitants du Grand Libreville et sur les milieux naturels des avantages socioéconomiques et environnementaux positifs considérables et tangibles. Grâce aux travaux d’extension des réseaux, il est attendu que 300.000 personnes additionnelles aient accès à l’eau potable soit 31% de la population de Libreville. Avec le projet, le taux d’accès à l’eau potable passe de 55 % à 90% pour la population urbaine de Libreville. Outre les habitants de Libreville, le projet bénéficiera aux industries locales et d’autres structures de production et de services comme les administrations impliquées dont le Ministère en charge de l’Eau et de l’Energie, les travaux publics, les casernes, la société d’exploitation ; les écoles et les hôpitaux. D’autres bénéficiaires seront les opérateurs économiques qui seront impliqués dans les travaux et les services lors de la réalisation du projet. The project will generate considerable and tangible positive socio-economic and environmental benefits for the 920,000 inhabitants of Greater Libreville and the natural environment. It is expected that 300,000 additional people, or 31% of the city's population, will have access to drinking water as a result of the network extension works. With the project, the drinking water access rate for the Libreville urban population will increase from 55% to 90%. In addition to Libreville residents, the project will benefit local industries and other production and service structures such as government departments, including the Ministry of Water and Energy, the Ministry of Works, barracks, the Service Company, schools and hospitals. Other beneficiaries will include economic operators that will execute works and provide services during project implementation. Le sous-programme a pour principaux objectifs de : (i) contribuer à l’accroissement des infrastructures d’alimentation en eau potable en vue de l’amélioration des conditions de vie des populations du Grand Libreville (Communes de : Libreville, Owendo, Akanda et Ntoum) ; (ii) contribuer à assurer une meilleure qualité de la desserte en eau potable du Grand Libreville à travers (a) l’amélioration du taux de rendement du réseau de distribution et (b) le renforcement de la capacité des différents acteurs en vue de la transformation du secteur. The main objectives of the subprogramme are: (i) to contribute to the growth of drinking water supply infrastructure with a view to improving the living conditions of the populations of Greater Libreville (Municipalities of: Libreville, Owendo, Akanda and Ntoum); (ii) contribute to ensuring a better quality of drinking water supply in Grand Libreville through (a) improving the rate of return of the distribution network and (b) strengthening the capacity of the various actors to transformation of the sector.
