46002-P-CM-AA0-012 African Development Bank Le Projet de développement des chaînes de valeurs agricoles (PD-CVA) est un outil de mise en œuvre de la vision du Cameroun, adoptée en 2009, qui ambitionne de renforcer son rôle de puissance agricole dans la sous-région Afrique Centrale. Celle-ci est opérationnalisée à travers le Document de stratégie pour la croissance et l’emploi (DSCE) 2010-2020 dont les trois piliers sont : (i) la croissance, (ii) l’emploi, et (iii) la gouvernance et la gestion stratégique de l’Etat. Le projet contribuera à la création de richesse et d’emplois surtout pour les jeunes et la sécurité alimentaire et nutritionnelle à travers, l’amélioration de la compétitivité de trois chaines de valeurs agricoles (palmier à huile, banane plantain et ananas). Les composantes et réalisations attendues du projet sont les suivantes : (i) développement des infrastructures rurales : 1000 km de pistes rurales, 30 magasins, 15 marchés ruraux, 30 km de réseaux électriques, 30 systèmes d’alimentation en eau potable (AEP), un laboratoire de contrôle de la qualité des produits agricoles ; (ii) développement des filières : appui à la mise en place d’unités de transformation, renforcement institutionnel des organisations des producteurs , encadrement technique, facilitation de l’interface avec les fournisseurs de services, formation, appui à la recherche pour la production de semences et plants de qualité, mise en place d’un fonds de développement des filières pour le financement des chaines de valeurs (CV); (iii) développement de l’entreprenariat agricole jeunes : près de 600 entreprises créées dans l’agro-business au profit d’environ 1.500 jeunes diplômés dont 40% seront des femmes avec un accès au crédit pour ces entreprises et ; (iv) coordination et la gestion du projet. Le coût hors taxes (HT) du projet est de 115,081 millions d’Euros (75 488,829 millions de FCFA), financé conjointement par la BAD (77,6%), le Gouvernement (21,5%) et les bénéficiaires (0,9%). La durée totale du projet est de cinq ans. The Agricultural Value Chain Development Project (AVC-DP) is the mechanism for realizing the Cameroon’s vision of expanding its role as the agricultural locomotive of the Central African sub-region, embraced in 2009, which is outlined in the 2010-2020 Growth and Employment Strategy Paper (GESP) that focuses on three pillars, namely: (i) growth, (ii) employment, and (iii) governance and strategic management of the State. The project will help to create wealth and employment, especially for the youth, as well as to boost food and nutritional security by enhancing the competitiveness of the three agricultural value chains (oil palm, banana and pineapple). The components and expected outcomes of the project are: (i) rural infrastructure development: 1,000 km of rural roads, 30 warehouses, 15 rural markets, 30 km of electricity networks, 30 drinking water supply (DWS) systems, a quality control laboratory for agricultural products; (ii) crop sector development: support for the establishment of processing units, institution building for farmer organizations, technical guidance, facilitation of the interface with service providers, training, research support for the production of quality seeds and seedlings, establishment of a crop sector development fund to finance value chains (VC); (iii) development of youth agricultural entrepreneurship: close to 600 businesses created in the agro-business sector for approximately 1,500 young graduates (40% being women) and ensuring access to credit; and (iv) project coordination and management. The net project cost is EUR 115.081 million (CFAF 75 488.829 million), jointly financed by the AfDB (77.6%), the Government (21.5%), and beneficiaries (0.9%). The total project duration is five years. Le projet contribuera à l’objectif de développement sectoriel suivant : création de richesse partagée, création d’emplois surtout pour les jeunes, et sécurité alimentaire et nutritionnelle. Les objectifs spécifiques visés sont : (i) l’amélioration de la compétitivité des chaines de valeurs du palmier à huile, de la banane plantain et de l’ananas ; (ii) la création d’emplois, en particulier au profit des jeunes, et (iii) l’augmentation des revenus des acteurs des filières ciblées, sur une base durable. The project will contribute to the following sector development goals: create shared wealth; create jobs, especially for the youths; and ensure food and nutritional security. The specific objectives are to: (i) improve the competitiveness of the oil palm, plantain and pineapple value chains; (ii) create jobs, especially for the youths; and (iii) sustainably improve the incomes of targeted crop sector stakeholders. Les bénéficiaires directs du projet sont estimés à 242.000 personnes dont 50% de femmes. Il s’agit d’acteurs structurés (Coopératives et réseaux d’organisations professionnelles) intervenant dans les trois chaînes de valeurs ciblées, ainsi que des jeunes diplômés attirés par l’agro-business. Les bénéficiaires indirects constitués des populations rurales des zones ciblées sont estimés à un million de personnes. The direct beneficiaries of the project are estimated at 242,000 people, with 50% women. These are stakeholders operating within organized structures (cooperatives and networks of farmer organizations) that engage in the targeted value chains, as well as young graduates attracted by agro-business. The indirect beneficiaries, composed of the rural communities in the project area, are estimated at one million persons.
