       "": "Efforts to modernize national population and civil register systems to make them useful for the purposes of inclusiveness and social protection are being undermined by the weak integration of ethical and human rights issues. In addition, the COVID-19 pandemic highlighted the challenges of increasing data automation infrastructures in environments where legal frameworks are under-developed, data protection standards and institutions are weak, and human rights are sidelined. \nTo make population register systems gender-sensitive, explicit and sustained efforts are required to support laws, data systems, institutions and an enabling environment. Previous efforts to strengthen the ethical and human rights foundations for civil registration and vital statistics (CRVS) systems have been hampered by disciplinary boundaries and by the limited engagement of scholars in low- and middle-income countries.  \n \nThe purpose of this project, led by the International Union for the Scientific Study of Population (IUSSP)’s Scientific Panel on Population Perspectives and Demographic Methods to Strengthen CRVS systems, is to infuse interdisciplinary perspectives (including law, public policy, demography and public health) into efforts to transform population data systems. It also aims to ensure stronger governance and increased transparency. \n\nThis will be achieved by recruiting three research fellows (in a manner that ensures diversity) and through research activities. Research outputs, case studies and potential recommendations will be documented in conference workshop reports and in an edited research volume. A series of multimedia resources and scholarly articles will be produced. This project will draw on the knowledge and resources generated by IDRC through the Centre of Excellence on CRVS Systems.",

       "": "Les efforts visant à moderniser les systèmes nationaux d’enregistrement de la population et de l’état civil pour les rendre utiles à des fins d’inclusion et de protection sociale sont compromis par la faible intégration des questions d’éthique et de droits humains. En outre, la pandémie de COVID-19 a mis en évidence les défis que représente le développement des infrastructures d’automatisation des données dans des environnements où les cadres juridiques sont sous-développés, les normes et les institutions de protection des données sont faibles et les droits humains sont mis de côté. \nPour rendre les systèmes d’enregistrement de la population sensibles au genre, des efforts explicites et soutenus sont nécessaires pour soutenir les lois, les systèmes de données, les institutions et un environnement favorable. Les efforts précédents visant à renforcer les fondements éthiques et des droits humains des systèmes d’enregistrement et de statistiques de l’état civil (ESEC) ont été entravés par les frontières disciplinaires et par l’engagement limité des chercheures et chercheurs dans les pays à faible et à moyen revenu. \n \nL’objectif de ce projet, mené par le Comité scientifique de l’Union internationale pour l’étude scientifique de la population (UIESP) sur les perspectives et les méthodes démographiques pour renforcer les systèmes ESEC, est d’insuffler des perspectives interdisciplinaires (notamment le droit, la politique publique, la démographie et la santé publique) dans les efforts de transformation des systèmes de données démographiques. Il vise également à assurer une gouvernance plus forte et une transparence accrue. \n\nCet objectif sera atteint par le recrutement de trois boursières ou boursiers de recherche (de manière à garantir la diversité) et par des activités de recherche. Les extrants de recherche, les études de cas et les recommandations potentielles seront documentés dans les rapports des ateliers de la conférence et dans un volume de recherche édité. Une série de ressources multimédias et d’articles savants seront produits.
