Par résolution 71/2020 du 13 Mai 2020, et pour faire face aux effets de la pandémie de la COVID 19, le Gouvernement de Cabo Verde en relation avec les partenaires sociaux a mis en place le programme « Revenu Solidaire » pour soutenir les travailleurs qui ont un revenu inférieur ou égal à 20,000 Escudos. Ce programme qui vise la pérennité des systèmes de protection sociale couvre plus de 30,000 travailleurs. Il a été conçu et réalisé suivant un processus participatif notamment avec l'implication des partenaires sociaux pour la définition des critères de sélection des bénéficiaires et les modalités de paiement des montants. De février à mai 2020, le BIT, a appuyé l'étude de faisabilité, la détermination des critères de sélection et la conception de la plateforme informatique pour l'inscription, la sélection des bénéficiaires et le paiement des prestations en vue de la mise en place du programme de « Revenu Solidaire ». Le BIT a également appuyé à la formation des agents (44 dont 45 % de femmes) de toutes les 22 Municipalités sur la gestion des prestations sociales entre mars et juin 2020. De septembre à décembre 2021, le BIT a appuyé la réalisation d'une étude sur l'évaluation et la capitalisation du programme de Revenu Solidaire.

(1) En mai 2021, l'Institut National de Prévoyance Sociale (INPS) en tant qu'organe tripartite a réalisé la réforme de la branche Maladie et Maternité. Cette réforme validée par le conseil d'administration avec les partenaires sociaux permet de garantir la viabilité financière de ce régime de sécurité sociale. (2) En Aout 2020, le Ministère de la Famille et l'inclusion sociale en collaboration avec les partenaires sociaux a mis en place une plateforme numérique de gestion et de suivi des activités du programme de cash transfer dénommé « Revenu d'inclusion sociale ». La mise en place de cet nouvel outil a permis d'améliorer le délai de paiement des cash transfer et de faire un meilleur suivi des bénéficiaires pour une meilleure pérennité de l'intervention. (3) En Novembre 2021, le Ministère de la Famille et de l'Inclusion Sociale, en collaboration avec les partenaires sociaux , a actualisé et a étendu le « Registre Social Unique » pour l'identification des personnes vulnérables bénéficiaires des programmes d'assistance sociale. Les critères de vulnérabilités ont été rendus plus flexibles et ont permis d'intégrer plus de travailleurs de l'économie informelle et rurale. Plus de 65,000 personnes sont enregistrées dans le Registre Social Unique, dont 17,000 nouveaux bénéficiaires. (1) En septembre 2020, le BIT a renforcé les capacités 15 personnes dont 8 femmes, issues des institutions de protection sociale, de l'Institut de la Statistique et du Ministère des affaires sociales des acteurs en actuariat et statistiques. D'Août à septembre 2020, le BIT a appuyé à la formation des agents du Ministère de la Famille et l'Inclusion Sociale (50 dont 30% de femmes) sur la nouvelle plateforme numérique de gestion et de suivi des bénéficiaires du programme de cash transfer. (2) De juillet 2020 à février 2021, le BIT a appuyé à la réalisation d'une étude sur la gestion des cotisations de la branche Maladie et Maternité de l'Institut National de Prévoyance Sociale. De juin à octobre 2021, le BIT a appuyé l'élaboration du rapport zéro de la Convention 102 sur les normes minimales de sécurité sociale. (3) De juillet à novembre 2021, le BIT a appuyé l'actualisation et l'extension du Registre Social Unique à travers un appui technique pour la réévaluation de l'état de vulnérabilité des anciens bénéficiaires et les enquêtes pour l'identification et l'enregistrement de nouveaux bénéficiaires. De septembre à décembre 2021, le BIT a appuyé la définition de mécanismes alternatifs de paiement des prestations sociales de la Caisse Nationale de Prestation Sociale (CNPS). Ces mécanismes ont été approuvé par la Présidente du Conseil de Direction de la CNPS.
