General
Large volumes of complex and variable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.
Les grandes quantités de données complexes et variables, souvent appelées « données massives », promettent d’améliorer la prestation des services gouvernementaux, de compléter les statistiques officielles et de faciliter le développement dans des secteurs comme la santé, le développement urbain, les transports et l’intervention humanitaire. De plus, la baisse des prix et l’amélioration des fonctionnalités ont démocratisé l’utilisation des données, et les logiciels d’exploitation libre ont élargi l’éventail des mécanismes permettant aux personnes de mener une analyse des données massives sans utiliser des progiciels privés et coûteux. L’intérêt à l’égard de la saisie et de l’analyse de ces ensembles de données à des fins publiques — les données massives pour le développement — est encore relativement nouveau, mais il a augmenté lorsque le Programme de développement pour l’après-2015 a réclamé une révolution des données pour tirer parti des sources de données actuelles et nouvelles afin de suivre les progrès liés aux nouveaux objectifs de développement durable (ODD). Toutefois, une grande partie des travaux de recherche concernant les données massives pour le développement sont effectués par des entreprises du secteur privé et des organismes du Nord, ce qui a donné lieu à un programme orienté vers les hommes et dicté par le Nord, au lieu d’un programme dicté par les voix du Sud et une collaboration des pays du Sud. Afin de relever ce défi, le projet renforcera les capacités des chercheurs provenant du Sud, en se concentrant sur les activités liées à la mesure des progrès par rapport aux ODD et aux questions de sexospécificité. Au cours d’une période de deux ans, un réseau mondial travaillera sur les données massives appliquées aux innovations en matière de développement, y compris le renforcement des capacités et les analyses de données massives, en étroite collaboration avec les décideurs politiques et les entreprises du secteur privé. De plus, le réseau développera un point de vue critique sur les questions liées à la marginalisation et aux données massives, au respect de la vie privée, à la sécurité, aux droits, à l’éthique et à la concurrence. En combinant les carrefours régionaux et les efforts de recherche coordonnés à l’échelle mondiale, le réseau intégrera les résultats du projet dans les processus dirigés par les pays du Sud, et représentera les voix du Sud au cours des discussions à l’échelle mondiale.
