The projects facilitates a study visit in the Netherlands with the focus on the wind energy sector. This visit will enable that five members of the Ukrainian Wind Energy Association and one representative of Ukrenegro (National power company of Ukraine) will get practical understanding of the Dutch wind energy market (including on-shore and offshore) and will also facilitate contact of the delegation with relevant public and private stakeholders in the Netherlands. This visit would allow the Ukrainian delegation to participate in the Offshore Energy Exhibition and Conference 2024, engage with leading Dutch wind energy stakeholders, and explore local wind energy installations.The project has a positive impact on:SDG 8: inclusive and sustainable economic growth: support productive activities, decent job creation, entrepreneurship, creativity and innovation.SDG 7: Ensure access to affordable, reliable, sustainable and modern energy for all.

MoU NedZero-UWEA

As result of this visit an MOU between the Dutch trade association for wind energy - NedZero and the Ukrainian wind energy association - UWEA was signed during the OEEC conference. This MOU establishes a strategic partnership to collaborate on initiatives to advance the deployment of green energy in Ukraine. This partnership prioritizes the promotion and expansion of wind energy, both onshore and offshore, as a key component of Ukraine's energy transition by fostering innovation, attracting investments; and supporting the deployment of renewable energy technologies. Furthermore, this cooperation aims to contribute to enhancing Ukraine's energy security, accelerating the country's recovery from the damage to its energy infrastructure as consequence of the war; and facilitating its integration into a sustainable and resilient energy future that is aligned to the European Union standards. The signing of the Memorandum of Understanding between NedZero and the UWEA is considered to be the parting shot of a bilateral cooperation in the wind energy sector. As such, it can be considered as a concrete delivery of the UWEA-mission to the Netherlands. We are at the very beginning of a process of intensification of bilateral B2B, G2G and K2K exchanges in the coming years between Dutch and Ukrainian partners.

Identified opportunities for investment and/or follow-up PSD projects. Opportunity 1: Projects in which deployment of used wind turbines available through repowering programmes. One of the proposed members of the Ukraine Wind Cluster has already experience in this field (see a video-documentary of Arte on the topic), and the demand is there. During the Rebuild Ukraine Conference in Warsaw, it was established that there is a concrete demand for wind turbines which are technically in good condition, but are less expensive than new turbines. This was also confirmed by the Ukrainian delegation. Opportunity 2: Direct drive wind turbine installation programmes. There are two prospective Ukraine Wind Cluster members active in this market segment. Small communities, agricultural complexes, water purification plants and stand alone small industries have shown interest in deploying small wind turbines (up to 1 MW) for localised power generation. Potential -long term- follow-up opportunities for PSD projects include: - cooperation between Dutch and Ukrainian companies in the supply chain for the construction of (components of) wind Turbines. In particular, the supply of steel constructions for direct drive wind turbines by Ukrainian suppliers was discussed, thus making Dutch wind turbines even more competitive.

This project enabled that four members of the Ukrainian Wind Energy Association (UWEA); and one representative of Ukrenergo (National power company of Ukraine) get practical understanding of the Dutch wind energy market (including on-shore and offshore) and also facilitated contact of the delegation with relevant public and private stakeholders in the Netherlands. This visit: i) Made possible the participation of the delegation in the Offshore Energy Exhibition & Conference OEEC 2024 where UWEA actively participated: - as speaker on the main stage at OEEC with the theme: Onshore and offshore wind power solutions for economic resilience of Ukraine. - In a B2B and K2B matchmaking sessions with Dutch companies and knowledge organizations of the wind energy sector interested in Ukrainian market opportunities. - Attending 3 masterclasses organized by RVO for this conference on: circular off-shore farms, policy perspectives for off-shore wind development; and large scale floating solar hybrid energy source solutions. This project (PSS24UA01) study visit on wind energy from Ukraine to NL, complements project PST24UA02 that develops legislation to foster the development of renewable energy (including off-shore en in-shore wind energy) in Ukraine. Bijdrage aan PSD Toolkit Programmadoelstellingen 1) indicator B1: in hoeverre dit project bijdraagt aan versterking van de inzet op PSD van de Nederlandse overheid. • Ukraine is listed as combination country by the Ministry of Foreign Affairs of the Netherlands. The energy sector is one of the priorities of EKN-Kyiv in Ukraine. Indicator B2: in hoeverre dit project een katalyserend effect heeft voor bijvoorbeeld verbeterde informatie, netwerken, integraal programmeren en (economische) diplomatie en benoem voorbeelden: • The project is part of EKN-Kyiv’s ongoing effort to set up future combi track in the energy sector; which is part of the economic diplomacy priorities in Ukraine. • The project fit in the criteria of the PSD program.
