Oxfam has had a presence in Lao PDR for longer than most INGOs, with both Oxfam in Belgium (OBE) and Oxfam Australia (OAU) beginning programming and establishing offices in the late 1980s. Oxfam’s vision is of a Laos in which all citizens – particularlywomen, the marginalised and discriminated groups – are able to claim their right to access opportunities and resources so as to overcome all forms of poverty and injustice. Since 2015, the work of Oxfam in the country is governed by the Oxfam Country Strategy (2015-2019).We seek transformative changes in policies, practices and beliefs in ways that fundamentally improve the lives of poor and marginalised women and men, and ensure that all citizens have the same opportunities to enjoy their rights. Todo so, Oxfam focuses its work on four Domains of Change: Citizen Participation and Civil Society Development, Gender Justice, Resilient Communities and Sustainable Development, and Responsible Investment. For this project, Oxfam in Laos will support theexpansion of the influencing work and public campaign on advocating for more inclusive social protection and access to social protection of the most marginalized workers. National public events will be organised, such Eliminate Violence Against Women Day(EVAW), and digital platforms will be used to socialize the information, and stir discussion and dialogue among rights holders, government stakeholders and policy makers. The campaigns will be implemented nationwide and in the provinces where Oxfam in Laosworks. Target groups include marginalized workers, youth, women, CSOs as well as government stakeholders.

In response to the challenges faced by waste pickers and informal workers from other sectors, Oxfam Laos has delivered different activities to support equitable and inclusive social protection of marginalised groups in formal and informal economic sectors. This has included working in collaboration with the Laos Federation of Trade Unions (LTFU) and CSO partners to deliver a training programme to support waste picker groups in Vientiane to strengthen the collective bargaining and leadership skills of their representatives. The programme covered a range of areas including increasing awareness of labour rights and social protections, occupational safetyand health, negotiation and gender equality as well as establishing a small revolving fund to support waste picker groups. Oxfam inLaos will amongst other things: - Be the lead on partner relationship and management (with Rural Development Agency, RDA) - Input throughout the activities giving the national context and experience of the Laos team - Organise an in-person validation workshop with key stakeholders - Invoice OBAS/OGB after work has been completed and funds have been transferred to OGB/OBAS by the donor. OBAS/OGB will, amongst other things: - Be the lead on client relationship and management (with Carlsberg) - Input throughout the activities giving technical experience and expertise
