In 2004 Oxfam Novib set up a Liaison Office in Nairobi, Kenya in order to support the Strengthening Somali Civil Society Program, at the request of the EU. This request was based on Oxfam Novib's work in Somalia to date, but intended to be more widely directed atthe entire civil society sector and the specific context in which it is operating in a post-conflict country. The program started with consulting local organisations in Somalia and Somaliland to get a complete picture of the sectors and regions where they are active, the challenges they face and the relationship between civil society, local political structures and the private sector. A program was then developed to strengthen the institutional development of Oxfam Novib's partners and those of other Oxfams, as well as a range of new NGOs. In the first year local consultants were trained in Somalia. They were then seconded to civil society organisations to build their capacity in financial and organisational management. Furthermore, workshops were organised on specific themes suchas human rights and the role of civil society in the Somali context. The Liaison Office is now going to support the expansion of the program, focussing on strengthening both organisation and project management, while facilitating more training in the fields of civic education, governance, human rights and women's rights, HIV and AIDS and child protection. Over the years, the Somalia Country Office has expanded its intervention on short term humanitarian response as well as development development interventions. In 2015/2016, a decision was reached to move the Country Programme operation, which was largely in Nairobi, from Nairobi to Hargeisa. The country office has a small office in Nairobi , Kenya and large operations office in Hargeisa, Somaliland.

The project will align with standard such as Humanitarian Accountability Principles (HAP) and Framework to ensure accountability toaffected communities. The framework will be guided by the following principles. 1.Providing information so that children and communities can make informed decisions, knowing what to expect from the project during its implementation. 2. Consulting with communitiesincluding vulnerable children and marginalised groups, so they are aware of, understand and can influence key decisions related to our programming and that they are able to provide their views. Communities have been consulted at the design stage through several rapid assessments that have been conducted. 3. Promoting participation so that children and communitiesare involved in, and take ownership of, activities that affect their lives. Existing and newly established (where there is none) community structures such as evacuation committees will be trained. 4. Collecting and acting on feedback and complaints so children and communities can voice their ideas and concerns, enabling our work to be more relevant, effective and safe as such WV has in place effective and efficient complaint and response mechanisms such as Toll Free line '364', suggestion boxes and helpdesks that are made known to the communities to use with confidentiality and dignity and feedback is provided to them within one month which will be reduced considering the project period is only 60 days. Nevertheless, at the beginning of the project, participants will be asked about their preferred feedback and response mechanism to report complaints or provide feedback. These may include suggestion boxes, community meetings, help-desk during ongoing activities, hotline and surveys, proactive phone calls to beneficiaires and will ensure accessibility for all. Community engagement and consultation will take place at all project levels and involve stakeholders such as beneficiaries, community relief committees, district local authorities. At onset, awareness creation of the project details will include selection criteria, agency responsibilities, project objectives, activities and complaint and response mechanisms. Additional information sharing will be provided during household visits by project staff to target those who may be limited to attend community meetings physically.
