KAALO Aid and Development is a non-profit humanitarian and development organization established in Somalia in 1991 just after the collapse of the central government. KAALO works in Nugal, Mudug, Bari, Sool, Sanaag and Karkaar regions and plans to expand services to cover more regions of Somalia. KAALO#s vision is a #Society free of ignorance and poverty# and its mission is to improve the livelihoods of communities in Somalia by supporting the provision of basic needs in a sustainable and environmentally sound manner. Currently the key program areas for KAALO are education and research, democracy, human rights, governance and rule of law, livelihood and community empowerment, agriculture and rural infrastructure, health water and sanitation. Current funding partners for KAALO include UNHCR, UNHABITAT, National Endowment for Democracy (NED), Diakonia, Danish People#s Aid (DPA), Oxfam Novib and Caritas International Belgium. KAALO has been in partnership with Oxfam since 2006. They were an implementing partner with Oxfam Novib for several long term development projects among them the Human rights program #2006-2008# which was funded by the EC, they are also currently implementing on two big projects both funded by the EC: #Strengthening capacity of civil society organisations to provide life skills and vocational training for the youth# and #Support to Artisanal Fisheries and Coastal Management in Somaliland and Puntland# KAALOhas registered the following key achievements to date: # Undertook the largest program that a Civil Society Organization implemented in Puntland. This involved distribution of about 60 tonnes of books, journals, hospital beds, other hospital equipments, wheelchairs, crutches e.t.c. to Somali communities across Somalia in 2001. Counterpart International in Washington USA contributed the shipment. # Carried out the first public building relocation program since the collapse of the last Central government in 1993 - 94 in Nugal region of Somalia. # Established the first professional training institute, Garowe School of Management, in Puntland in 1999. Renamed Puntland Community College in 2001 and grew to become Puntland State University in 2004. # Implemented the first Puntland administration funded community project (Drought Relief Program) during the 2003 # 04 drought in Puntland. # Developed human rights curriculum and a HIV/AIDS curriculum and had them integrated in the Puntland State University curriculum.

Oxfam and KAALO have extensive experience in WASH, Livelihood and Protection sectors and will adopt the Somalia cluster standards. KAALO will implement the project activities while Oxfam will provide KAALO strategic guidance to support implementation. Key activities include: 1. Multi-Purpose Cash transfer for the most vulnerable households (2 round x USD 70/recipient household x 400 households or 2400 individuals in 5 villages/IDP camps): cash will be used to purchase basic food and non-food items. 2. Hygiene promotion and purchase/distribution of household water treatment chemicals to prevent outbreak of water-borne diseases. Community Health Volunteers (CHVs) will be engaged and trained to promote hygiene within communities, mainly focusing on household water treatment and safe storage, latrine management and handwashing. IEC materials will be designed and printed based on the local culture and will be distributed by the CHVs to raise awareness of the communities. 3. Conduct awareness raising on safe programming mainly targeting community committees, volunteer and women#s groups. A training will be given mainly for equipping the key actors with basic skills on protection concepts and facilitations skills. 4. Purchase and distribute wheelbarrows to the most vulnerable (women and child-headed households) for transporting basic materials including water, firewood and other related items to reduce exposure to protection risks. All activities implemented in Puntland will be registered in the existing 3W and4W matrix with WASH, Livelihood/Cash and Protection cluster, to avoid duplication with other humanitarian interventions. Oxfam and KAALO are active in these clusters and regularly share information for coordination. Cross-cutting issues: Gender-mainstreaming - The project will give equal opportunities to crises-affected women, men, boys and girls in all project activities. Gender will be considered during the targeting and selection of beneficiaries and all will have equal access to participating in selection processes. Effort will be made to consider times conducive to accommodating women, working around periods in the day when they have a heavy workload; to avoid overburdening them. Protection Mainstreaming: mainstreaming proteciton will be fundementalto the designing and implementation of project acitivities, proactive measures will be in place to enusure that affected populations are not put in further risks. Programme teams will carry out risk assesements toensure safety, dignity and meaningful access to affected women, men, boys and girls. All Oxfam and KAALO staff sign a code of conduct and also receive training on Protection principles. Environment: The project activities will promote environmental protection, and promote awareness on the benefits of a clean enviornment, (including reduced open defecation by promoting latrine uses), alternative energy sources, and causes of environmental degradation.
