The developments so far undertaken by KPA and TMEA have led to improvements, but the port still faces service delivery challenges. These include low labour productivity, poor cargo off take by rail and road, cargo clearance delays, lack of full automation, operational wastages and poor resource utilization. Specifically, the Mombasa Port Programme Phase 2 will seek to increase KPA’s container handling capacity; catalyse an increase in KPA’s productivity levels by more than 20% to support the growing trade and creation of employment in East Africa and stimulate a reduction in the relative intensity in tC02 per tonne of cargo. A combination of infrastructure and productivity related interventions will be implemented. These will include expansion of Mombasa county port access roads; construction supervision of berths 11-14; Improve Traffic flow and Port access; Financial & Cost-Benefit Analysis Study (Port Tariff Review); Capacity Building for Critical Functions within KPA and Bandari College restructuring; Additional PIP activities supported by KPA.
