Das FZ-Programm (FZ-Modul) Bewirtschaftungsplan Laaroussia im Rahmen von IWRM sieht einerseits die umfassende Rehabilitierung des Kanals Laaroussia, die Hauptwasserader der Pro-grammregion, andererseits die Modernisierung von überalterten, auf Schwerkraft beruhenden Bewässerungsperimetern auf einer Fläche von ca. 30.000 ha im unteren Medjerdatal in der Nähe von Tunis vor. Zudem ist die Rehabilitierung der maroden und einsturzgefährdeten Pumpstation El Battan, die den Perimeter Borj el Amri mit Bewässerungswasser versorgt sowie die Modernisierung der dazugehörigen Infrastruktur wie Druckleitungen und Speicherbecken vorgesehen. Zur Sicherung eines effizienten und nachhaltigen Betriebs der Investitionsmaßnahmen und somit zur Sicherung des Programmerfolgs ist die Durchführung einer Begleitmaßnahme (BM) vorgesehen. Im Rahmen der BM sollen (i) das Selbsthilfepotential der Wassernutzergruppen gefördert und ihre Leistungsfähigkeit für Betrieb und Unterhalt der modernisierten Perimeter gestärkt werden, (ii) die Untereinheiten der Wassernutzergruppen und die Cellule dEconomie dEau (CEE) des Regionalkommissariats für landwirtschaftliche Entwicklung Manouba technisch und logistisch unterstützt werden, (iii) Monitoring- und Evaluierungssysteme für den technischen und finanziellen Projektfortschritt und zur Erfassung der Wirkungen des Projektes entwickelt und eingeführt werden, (iv) das Regionalkommissariat für landwirtschaftliche Entwicklung Manouba sowie die Generaldirektion für ländliche Entwicklung und Wasserwirtschaft durch nationale und internationale Kurzzeitexperteneinsätze in projekt- und sektorrelevanten Bereichen unterstützt werden (Umwelt- und Sozialverträglichkeitsstudien und ggfs. daraus resultierende Aktivitäten, Schulungen zu Wassereinsparungen, Tarifstudien, Regelung von Altschulden, Kataster, Verhandlung und Überwachung von Entschädigungszahlungen, Förderung der produktionsnachgelagerten Bereiche etc.).
The FC programme Laaroussia management plan within the framework of IWRM provides on the one hand for the extensive rehabilitation of the Laaroussia canal, the main water artery of the programme region, and on the other hand for the modernisation of outdated, gravity-based irrigation perimeters on an area of approximately 30,000 ha in the lower Medjerda valley near Tunis. In addition, the rehabilitation of the dilapidated and collapse-prone El Battan pumping station, which supplies the Borj el Amri perimeter with irrigation water, and the modernisation of the associated infrastructure such as pressure pipes and storage basins, are planned. To ensure the efficient and sustainable operation of the investment measures and thus the success of the program, the implementation of an accompanying measure (AM) is planned. As part of the AM, (i) the self-help potential of the water user groups is to be promoted and their capacity to operate and maintain the modernized perimeters strengthened, (ii) the subunits of the water user groups and the Cellule dEconomie dEau (CEE) of the Regional Commissariat for Agricultural Development Manouba are to receive technical and logistical support, (iii) monitoring and evaluation systems are developed and introduced for the technical and financial progress of the project and for recording the impacts of the project, (iv) the Regional Commissariat for Agricultural Development Manouba and the Directorate-General for Rural Development and Water Management are supported by national and international short-term expert assignments in project and sector-relevant areas (environmental and social impact studies and, if applicable, resulting activities, trainings concerning water savings, tariff studies, settlement of old debts, land register, negotiation and monitoring of compensation payments, promotion of downstream production areas, etc.).
