Canada's support of the United Nations Women's Peace and Humanitarian Fund (WPHF) aims to increase women’s participation in, and implementation of, peace processes and peace agreements. The WPHF's Rapid Response Window (RRW) is a critical funding mechanism that addresses urgent funding gaps with rapid, short-term support. This project supports to the WPHF's work in Haiti, to provide rapid funding to local women's organizations responding to the crisis and the needs of women and girls. Project activities include: (1) undertaking advocacy and technical support; (2) building capacity for women to meaningfully participate by promoting favourable attitudes towards their participation in conflict prevention; (3) addressing barriers to women’s representation and participation in peace negotiations; and (4) ensuring women’s and girls’ safety, health and security are assured, and their human rights respected through measures that prevent acts of violence, facilitate access to services for survivors, and strengthen accountability.
Le soutien du Canada envers le Fonds des femmes pour la paix et l’aide humanitaire (FFPAH) des Nations Unies vise à accroître la participation des femmes aux processus de paix et à la mise en œuvre des accords de paix. La fenêtre de réponse rapide du FFPAH est un mécanisme de financement crucial qui sert à combler d’urgents déficits de financement en apportant une aide rapide et à court terme. Ce projet soutient le travail du FFPAH en Haïti afin de fournir un financement rapide aux organisations locales de femmes qui répondent à la crise ainsi qu’aux besoins des femmes et des filles. Les activités du projet comprennent : 1) offrir un service de défense des droits et un soutien technique; 2) favoriser la participation significative des femmes en faisant preuve d’une attitude favorable à l’égard de leur contribution aux efforts de prévention de conflits; 3) éliminer les obstacles à la représentation et à la participation des femmes dans les négociations en matière de paix; 4) garantir la sécurité et la santé des femmes et des filles, ainsi que le respect de leurs droits fondamentaux, par la prise de mesures visant à prévenir les actes de violence, faciliter l’accès aux services pour les survivants et renforcer l’obligation de rendre des comptes.

The expected outcomes of this project include: (1) increased women’s participation in decision-making processes and responses related to conflict prevention; (2) increased women’s engagement and leadership in humanitarian action; (3) enhanced women’s representation and leadership in formal and informal peace negotiations; (4) increased protections for women and girls’ human rights; and (5) increased involvement of women in the economic recovery of their communities.

Les résultats obtenus jusqu'en mars 2025 sont les suivants : 1) le lancement par le Fonds des femmes pour la paix et l’action humanitaire de 21 nouveaux appels à propositions pour soutenir les organisations de la société civile (OSC). En 2023, il a approuvé 188 nouvelles subventions au profit de 293 OSC, de sorte que, depuis 2016, 1 207 OSC en ont bénéficié; 2) le soutien par le guichet d'intervention rapide du Fonds et les ONG partenaires de 42 initiatives dans 23 pays par des subventions à court terme et une aide directe. Ces efforts ont permis à plus de 2 000 femmes artisanes de la paix et militantes de participer aux processus de paix de niveau I et II, soit en négociant, soit en mettant en œuvre des accords de paix. Au total, plus de 8 104 personnes (dont 83 % de femmes et de jeunes femmes) ont bénéficié directement de cette initiative. La majorité des efforts visait à soutenir les processus de paix de niveau 2 (54 %) et la mise en œuvre des accords de paix (35 %); 3) l'aide par le Fonds, grâce à son cycle de financement régulier, à 1 030 femmes et jeunes filles à participer à des processus de paix formels ou informels, et à influer sur ceux-ci. Ce projet a donc permis d'éviter et de régler 4 581 conflits – ou d’en saisir les autorités compétentes – grâce à des mécanismes locaux et régionaux sensibles au genre; 4) l'octroi d'un soutien logistique et technique pour que les organisations et les militantes des droits des femmes puissent participer aux négociations de paix de haut niveau et influer sur celles-ci; 5) l'élaboration des feuilles de route pour des accords de paix inclusifs et des mécanismes de responsabilisation; 6) l'identification par les femmes artisanes de la paix et les organisations de défense des droits des femmes en République démocratique du Congo, en Éthiopie, au Sénégal et en Syrie des réponses et des solutions sexospécifiques pour rétablir des environnements pacifiques.
Results achieved as of March 2025 include: (1) the Women's peace and humanitarian fund (WPHF) launched 21 new calls for proposals to support civil society organizations and approved 188 new grants, supporting 293 civil society organizations (CSOs) in 2023. This increased the total number of CSOs supported by WPHF since 2016 to 1,207; (2) The WPHF Rapid response window on women and peace processes and its NGO partners supported 42 initiatives across 23 countries under its short-term grant and direct support streams. These efforts enabled over 2,000 women peacebuilders and activists participate in Track I and Track II peace processes, either by negotiating or implementing peace agreements. In total, this initiative directly benefitted over 8,104 people (83% women and young women). The majority of support focused on Track 2 peace processes (54%) and implementing peace agreements (35%); (3) WPHF supported the participation or influence of 1,030 women and young women in formal or informal peace processes through it’s regular funding cycle. As a result, the project averted, resolved or referred 4,581 conflicts through local and regional gender-responsive mechanisms; (4) provided logistical and technical support to enable women’s rights organizations and activists to seize opportunities for their participation and influence in high-level peace negotiations; (5) developed road maps for inclusive peace agreements and accountability mechanisms; and (6) women peacebuilders and women’s rights organizations in the Democratic Republic of the Congo, Ethiopia, Senegal, and Syria identified gender responses and solutions to restore peaceful environments.
