Ce projet a comme objectif d’augmenter l’influence des citoyennes et des femmes leaders au niveau local dans la gestion des affaires communales. Il vise à renforcer les capacités d’au moins 300 femmes élues et leaders locales impliquées dans la politique municipale. En outre, ce projet contribue au développement des politiques et des services municipaux inclusifs des femmes et des filles qui ont un impact sur celles-ci ainsi que sur des groupes vulnérables, tels que les femmes et les jeunes dans les régions marginalisées. Les activités de ce projet comprennent : 1) mettre en œuvre des programmes de formation pour les hommes et les femmes élus, afin de reconnaître et d’appuyer le leadership des femmes; 2) effectuer une étude auprès de la société civile dans les communes ciblées pour le développement des services publics sexospécifiques; 3) sensibiliser les instances gouvernementales et la Fédération nationale des villes tunisiennes (FNVT) à l’aspect égalité des genres dans la gestion des affaires locales. Ce projet contribue à sensibiliser quelque 7 206 conseillers électoraux, dont 3 500 femmes, au leadership et à la participation des femmes. Huit communes sont ciblées par le projet, pour une population d’environ 350 000 habitants, dont la moitié sont des femmes.
This project aims to increase the influence of citizens and women leaders at the local level in the management of communal affairs. It aims to build the capacity of at least 300 elected women and local leaders involved in municipal politics. In addition, the project contributes to the development of inclusive municipal policies and services for women and girls that have an impact on women and girls and vulnerable groups, such as women and youth in marginalized areas. The activities of this project include: 1) implementing training programs for elected men and women to recognize and support women’s leadership; 2) carry out a study of civil society in targeted municipalities for the development of gender-sensitive public services; 3) raise awareness among government bodies and the National Federation of Tunisian Cities (FNVT) of the gender equality aspect in the management of local affairs. The project is helping to raise awareness of women ' s leadership and participation among some 7,206 electoral advisers, including 3,500 women. Eight municipalities are targeted by the project, with a population of approximately 350,000 inhabitants, half of whom are women.

Parmi les résultats obtenus jusqu'en mars 2023 : 1) préparation et lancement d’une Charte tunisienne du droit à la ville et mise en place d’un contrat social pour la promotion des villes durables, sécuritaires et inclusives, ce qui représente une première dans les pays arabes; 2) prise en considération et adoption de 49 recommandations intégrant le genre, par le conseil municipal; 3) mise en fonctionnement de 20 services inclusifs et sexospécifiques dans les huit communes partenaires. Trente-cinq autres sont en développement et concernent des espaces publics, un marché public, un jardin d’enfants, une plage publique, etc.; 4) implication de 45 organisations de la société civile dans la réalisation des projets pilotes, ainsi que dans d’autres initiatives en faveur de l’égalité des genres; 5) formations et réalisation d’ateliers divers au profit de 1498 personnes rejointes par le projet, notamment 1215 femmes et 283 hommes; 6) formation sur le genre et les approches inclusives de 706 personnes, dont 706 femmes et 202 hommes, issues des conseils municipaux, de l’administration municipale et de la société civile; 7) mise sur pied de quatre conseils municipaux des enfants par les communes. Ils sont accompagnés pour la réalisation de leur premier plan d’action; 8) mise sur pied du Réseau des femmes élues tunisiennes dont l’adhésion a atteint 1000 personnes à la fin du projet; 9) formation et accompagnement de 51 femmes leaders impliquées dans leur communauté et dans le secteur associatif par le programme; 10) finalisation de sept projets pilotes. Plusieurs d’entre eux répondent aux besoins des femmes en ce qui concerne des lieux pour se retrouver et se détendre; 11) contribution à l’adoption par la Fédération nationale des communes tunisiennes de mesures favorisant l’intégration du genre. Elles constituent un guide de communication inclusive et des plans d’action genrés; 12) augmentation et mobilisation importantes des membres du Comité national de promotion de l’égalité entre les femmes et les hommes dans la gestion des affaires locales, ce qui permet de garder l’agenda lié aux droits des femmes et à l’égalité des genres bien visible, et de superviser les lois; 13) création de 10 produits liés à la connaissance, notamment des vidéos, des guides et des documents d’études de cas et de bonnes pratiques. Les bénéficiaires de cette initiative sont les communes, les organisations et les individus qui veulent développer des pratiques genrées et inclusives au niveau local; 14) organisation de l’évènement « la Quinzaine tunisio-canadienne d’échanges municipaux » mobilisant 250 personnes des deux côtés de l’Atlantique.
Results achieved as of March 2023 include: (1) prepared and launched a Tunisian Charter on the Right to the City, and put in place a social contract to promote sustainable, safe and inclusive cities. This represents a first in Arab countries; (2) reviewed and adopted 49 recommendations integrating gender by the municipal council; (3) created 20 inclusive and gender-specific services in the eight partner municipalities. Thirty-five more are under development, involving public spaces, a public market, a kindergarten, a public beach, etc; (4) engaged with 45 civil society organizations in the implementation of pilot projects, as well as in other gender equality initiatives; (5) trained and carried out various workshops for the benefit of 1,498 people reached by the project, including 1,215 women and 283 men; (6) carried out training on gender and inclusive approaches for 706 people, including 706 women and 202 men, from municipal councils, municipal administration and civil society; (7) established four municipal children's councils by the communes. These councils are being supported as they draw up their first action plans; (8) founded the Tunisian Elected Women's Network, whose membership reached 1,000 by the end of the project; (9) trained and supported 51 women leaders involved in their communities and associations through the program; (10) finalized seven pilot projects. Several of these meet women's needs for places to meet and relax; (11) strengthened the National Federation of Tunisian Communes to adopt gender mainstreaming measures. These include a guide to inclusive communication and gendered action plans; (12) significantly increased and mobilized the membership of the National Committee for the Promotion of Equality between Women and Men in the Management of Local Affairs. This helps to keep the women's rights and gender equality agenda visible, and to oversee legislation; (13) created 10 knowledge products, including videos, guides, case studies and best practice documents. The beneficiaries of this initiative are municipalities, organizations and individuals who want to develop gendered and inclusive practices at the local level; and (14) organized the "Tunisian-Canadian Fortnight of Municipal Exchanges" event, mobilizing 250 people from both sides of the Atlantic.
