Ce projet vise à contribuer à une police professionnelle et inclusive afin d'assurer que la population haïtienne, y compris les femmes et les groupes marginalisés soit mieux servie et protégée par la Police Nationale d’Haïti (PNH). Les activités de ce projet comprennent : 1) la réalisation et la validation de l’analyse institutionnelle de l’Inspection général-PNH; 2) l’actualisation et la mise en œuvre des mécanismes de lutte contre la corruption et de contrôle d’intégrité; 3) la révision et amélioration des rôles et responsabilités au sein de la division des Droits humain égalité des genres pour une meilleure gestion des plaintes; 4) livraison des formations en techniques de rapportage efficaces; 5) le renforcement et la mise en œuvre du mécanismes de suivi/évaluation du Plan stratégique de développement de la PNH. 6) la mise en œuvre d’un système de gestion informatisée des ressources humaine fonctionnel et efficace; 7) la mise à jour et en fonction d’un système de suivi et de gestion des actifs de la PNH; 8) la réalisation et la validation de l’étude diagnostic sur la problématique du genre à la PNH, incluant les violences basé sur le genre, 9) l’élaboration, la validation et l’intégration d’une politique de gestion et de promotion du genre à toutes les activités de la PNH; 10) le renforcement de la coordination entre le Bureau du genre et de coordination des affaires féminines, la Cellule de lutte contre les crimes sexuels et l’inspection générale pour un meilleur traitement des cas de violence basées sur le genre.
This project aims to contribute to professional and inclusive policing to ensure that the Haitian population, including women and marginalized groups, are better served and protected by the Haitian National Police (HNP). Project activities include: (1) completing and validating an institutional analysis of the HNP’s Inspectorate General; (2) updating and implementing anti corruption and integrity mechanisms; (3) reviewing and improving roles and responsibilities within the human rights and gender equality division for better management of complaints; (4) providing effective reporting technique training; (5) strengthening and implementing monitoring/evaluation mechanisms within the HNP’s Strategic Development Plan; (6) implementing a functional and efficient computerized human resources management system; (7) updating and activating a system for managing and tracking HNP assets; (8) developing and validating a diagnostic study of the gender issue within the HNP, including gender-based violence; (9) developing, validating and integrating a gender management and promotion policy into all HNP activities; and (10) improving coordination between the Bureau du genre et de coordination des affaires féminines [coordination of women’s affairs and gender office], the Cellule de lutte contre les crimes sexuels [sex crimes unit] and the Inspectorate General to better handle gender-based violence cases.

The expected outcomes for this project include: (1) effective practices that integrate human rights principles, including gender equality, are adopted by the Haitian National Police’s Inspectorate General; (2) the HNP effectively manages its personnel and uses its resources in an effective, equitable, transparent and inclusive manner to carry out its Strategic Development Plan; and (3) the institutionalization of gender equality is achieved within the Haitian National Police.
