Support from Australia through the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2 has enabled Transparency International (TI) Solomon Islands to deliver a targeted information session on the Constituency Development Fund (CDF) Act 2023 for members of the West ‘Are’Are Rokotanikeni Association (WARA), the country’s largest women’s saving group. ‍ The CDF Act aims to improve the management and transparency of local development funds (CDFs), which have long been vulnerable to misuse and political interference. The session equipped women, including participants with disabilities, with practical knowledge and tools to engage in upcoming constituency consultations with community members and local chiefs. By demystifying how CDFs are meant to function, the initiative ensured participants could engage confidently on anti-corruption concerns and strengthen social accountability within their constituencies. This effort was enabled by the TI IPP Program Phase 2, DFAT’s principal regional anti-corruption investment helping to empower citizens to demand transparent, accountable governance and reduce corruption risks.

Transparency International (TI) Pakistan, though long-term advocacy and collaboration with local civil society organisations and provincial government, successfully pushed for the creation of the Balochistan Information Commission – an institution mandated under the 2021 Balochistan Right to Information Act but never implemented. With Australian support through the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, the chapter engaged key political stakeholders, including the Chief Minister, to uphold the legal requirement that the Commission be established within four months of the Act’s passage. ‍ In November 2024, the Balochistan Provincial Government formally announced the Commission’s creation. This major milestone will help ensure that public institutions in Balochistan are legally required to disclose key data such as budgets, decision-making processes and official entitlements. The establishment of the Commission marks a significant advancement for transparency, citizen empowerment and anti-corruption in the province. These achievements in Balochistan highlight how the TI IPP Program Phase 2, DFAT’s principal regional anti-corruption partnership, is supporting governments and civic actors to translate transparency laws into practice.

Under the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, Australia supported TI’s Pakistan Chapter to help embed robust anti-corruption measures in Pakistan’s $7 billion Extended Fund Facility (EFF) agreement with the IMF, approved in September 2024. Through sustained advocacy, including direct engagement with the IMF and submission of policy recommendations in 2024, TI Pakistan successfully influenced the inclusion of governance and anti-corruption reforms as core conditions of the 37-month program. ‍ Key outcomes included mandated administrative reforms focusing on fiscal transparency, strengthening governance and anti-corruption institutions, and transparency and accountability in public procurement. TI Pakistan’s input, particularly on asset disclosure for public officials and corruption risk identification in high impact sectors, helped shape the structural benchmarks of the EFF. ‍ These outcomes highlight how civil society, through evidence-based and inclusive engagement, can influence national stakeholders and shape international financing programs to align national reforms with global governance standards. TI Pakistan’s efforts ensured anti-corruption is now an important pillar of Pakistan’s path to macroeconomic stability. This work under the TI IPP Program Phase 2, DFAT’s principal regional anti-corruption development investment, demonstrates how TI helps governments and civil society to integrate accountability into major economic reforms.

Under the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, Australia supported Transparency International (TI) Vanuatu to strengthen the implementation of the Right to Information Act by embedding transparency practices in public institutions. Through sustained advocacy the chapter worked with the Public Service Commission (PSC) to train and appoint 20 Right to Information (RTI) focal officers across 13 government ministries – laying practical foundations for citizens to access information and hold government departments to account. ‍ In parallel, TI Vanuatu supported the Office of the Ombudsman to review its corporate plan to improve operational efficiency. As a result, the Ombudsman requested and successfully secured an increased operational budget to better fulfil its mandate. The additional funding will support the re-establishment of an office in Luganville, Santo, and expanded awareness-raising activities in rural areas in 2025. Together these steps are helping to strengthen public sector transparency and responsiveness, ensuring the RTI framework in Vanuatu is not only legislated but actively implemented. Advancements like these are central to the TI IPP Program Phase 2, DFAT’s principal regional anti-corruption investment promoting accountable governance and active citizen engagement to reduce corruption across the Indo-Pacific.

With Australian support through the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, Transparency International (TI) Indonesia has advanced disability inclusion in Indonesia’s national procurement processes. Through its three-day Youth Integrity Bootcamp, the chapter mobilised 28 young people from seven provinces, including youth with disabilities, to monitor procurement practices and advocate for inclusive governance. Training covered procurement stages, corruption risk identification and mitigation, budget management strategies and good practice monitoring for public procurement activities. Equipped with these skills, participants monitored major national programs, including critical infrastructure projects and advocated for disability-inclusive provisions. The trained youth also submitted findings and recommendations to the National Public Procurement Agency (LKPP). This led to the LKPP adopting significant accessibility improvements including guideways, braille signage and voice-enabled websites that will help ensure government services are more inclusive. ‍ TI Indonesia’s continued advocacy also prompted LKPP to reintroduce structured civil society engagement in its 2025 Strategic Plan, embedding inclusive governance practice into the future. Through the TI IPP Program Phase 2 – Australia’s principal regional anti–corruption development investment – TI is strengthening inclusive, accountable procurement systems and amplifying local civic voices in the Indo Pacific.

With support from Australia through the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, Transparency International (TI) Pakistan carried out its 2024 Transparency in Corporate Reporting Assessment, reviewing the public disclosures of companies listed on the Pakistan Stock Exchange. Using TI’s globally recognised methodology, the assessment examined corporate transparency in relation to anti-corruption practices, human rights and Environmental, Social and Corporate Governance commitments. ‍ Based on these results, TI Pakistan issued recommendations to companies and regulatory bodies, including the Securities and Exchange Commission of Pakistan to strengthen corporate governance frameworks and encourage sustainable, ethical and climate-responsible business operations. Delivered through the TI IPP Phase 2, DFAT’s principal regional anti-corruption investment, this work is helping build more transparent markets and stronger regulatory oversight across Pakistan’s corporate sector.

With support from Australia through the Transparency International Indo-Pacific Partnership (TI IPP) Program Phase 2, Transparency International (TI) Sri Lanka used the Right to Information (RTI) Act to improve equitable access to education. Investigations by the chapter’s Advocacy and Legal Advice Centre (ALAC) uncovered widespread unlawful collection of school ‘donations’ by government schools to fund curricular and extra-curricular activities. These practices placed unfair financial burdens on families and limited participation by low-income students. ‍ Following public awareness-raising efforts and media engagement led by TI Sri Lanka’s ALAC, the Ministry of Education acted decisively, issuing a ban on donation collection by schools. This outcome will help reduce financial barriers and enable all students, regardless of household income, to participate fully in school. It also demonstrated how civil society can bring about change, prompting other civil society organisations and individuals to use legal and advocacy tools, such as the RTI Act, to address grievances and promote social justice in Sri Lanka. The TI IPP Program Phase 2 is DFAT’s principal regional investment supporting governments and civil society partners to address and prevent corruption in our region.
