Target Groups
Improvement of the road network reduces transport costs, travel time and provides benefits to communities through affordable transport thereby increasing their mobility and related economic activity. The primary beneficiaries are road users, traders and farmers. Other major beneficiaries are local labour and GoU. The GoU is expected to benefit directly through tax income and expected additional revenues from the executing agency (UNRA).
L'amélioration du réseau routier permet de réduire les coûts et la durée des trajets et profite aux collectivités grâce à des transports abordables, ce qui accroît leur mobilité et l'activité économique qui y est liée. Les principaux bénéficiaires sont les usagers de la route, les commerçants et les agriculteurs. Les autres principaux bénéficiaires sont la main-d’œuvre locale et le gouvernement ougandais. Le gouvernement ougandais devrait bénéficier directement des recettes fiscales et des recettes supplémentaires provenant de l’organe d’exécution (UNRA).
General
La présente intervention est relative au Projet PPP de route express Kampala - Jinja (KJE) (Opération publique - Phase 1). Il vise à contribuer au développement socio-économique, à la réduction de la pauvreté et à l'intégration régionale grâce à un système de transport amélioré et durable qui relie les centres d'activité économique. La route Kampala-Jinja se trouve le long du Corridor Nord reliant l’Ouganda à ses voisins enclavés et constitue un important point d’accès pour toutes les importations et exportations du pays. Le projet PPP KJE proposé comprend ce qui suit : la route express principale qui relie Kampala à Jinja et la rocade urbaine au sud de Kampala (KSB), collectivement connues sous le nom de Projet PPP de route express Kampala - Jinja (en abrégé KJE). Le projet KJE est un seul projet mais l’exécution se fera en deux phases, comme suit : la phase 1 concerne essentiellement une route express urbaine englobant la KSB (18 km), plus 345 km de la route principale allant de Kampala à Namagunga ; tandis que la phase 2 porte sur une autoroute de liaison couvrant les 42 km restants entre Namagunga et Jinja. La durée de la période de concession ou du contrat proposé est de 30 ans, dont 8 ans pour la période de construction, 5 ans pour la Phase 1 (2020-2025) et 3 ans pour la Phase 2 (2023-2025). Les principales composantes du projet sont : (1) le développement des infrastructures ; 2) la gestion du projet ; 3) l’audit ; 4) le plan de développement du corridor et 5) le programme de développement communautaire.
The present intervention relates to the Kampala - Jinja Expression Way Project (Sovereign Operation - Phase 1). It aims to contribute to socio-economic development, poverty reduction and regional integration through improved and sustainable transport system that links centers of economic activity. The Kampala-Jinja road is located along the Northern Corridor linking Uganda to its landlocked neighbours and is a major gateway for all imports and exports into and out of the country. The proposed KJE PPP project comprises: Kampala-Jinja Mainline Expressway and Kampala Southern Urban Bypass (KSB), collectively known as the Kampala-Jinja Expressway (KJE) PPP Project. KJE is to be procured as one project and implemented in two phases: Phase 1 is mainly an urban expressway including KSB (18km) plus 35km of the mainline from Kampala to Namagunga whilst Phase 2 is a rural motorway covering the remaining 42km from Namagunga to Jinja. The proposed concession period/contract duration is 30 years including 8 years construction period: 5 years for Phase 1 (2020-2025) and 3 years for Phase 2 (2023-2025). The main components of the project are: (1) infrastructure development; (2) project management; (3) audit; (4) corridor development plan; and (5) community development programme.
Objectives
Le projet vise principalement à soutenir l’objectif poursuivi dans le secteur des transports, qui est notamment de contribuer au développement économique durable et inclusif ; et de renforcer l’intégration régionale. L’objectif spécifique du Projet est de : (i) décongestionner dans et autour de Kampala ; (ii) fournir une fiabilité du temps de parcours le long du corridor nord ; (iii) renforcer l’intégration régionale, et (iv) renforcer la sécurité routière.
The primary objective of the project is to support Uganda’s transport sector goal of contributing towards sustainable and inclusive economic development and enhancing regional integration. The specific objective of the project is to: (i) alleviate congestion in and around Kampala, (ii) provide journey time reliability along the Norther corridor, (ii) enhance regional integration and (iii) enhance road safety.
