Le projet Electricité I vise la satisfaction des besoins en énergie électrique de la région de Sao Tome sur le plan sectoriel et, sur un plan plus spécifique, à la réhabilitation, au renforcement et à l'extension des réseaux de transport et de distribution d'électricité en vue de l'amélioration quantitative et qualitative de la fourniture d'énergie électrique d'une part et à l'amélioration des performances techniques, financières et administratives de l'EMAE, d'autre part.

The Electricity I project aims to meet the electricity needs of the Sao Tome region at the sectoral level and, more specifically, to rehabilitate, strengthen and extend the electricity transmission and distribution networks with a view to improving the quantity and quality of electricity supply on the one hand and to improving the technical, financial and administrative performance of the EMAE on the other hand.

Le projet bénéficiera directement aux opérateurs économiques et aux usagers particuliers; il aurait un impact positif sur les populations de la région de Sao Tome par l'amélioration des conditions de vie quotidienne.

The project will directly benefit economic operators and individual users and would have a positive impact on the populations of the Sao Tome region by improving daily living conditions.

Le projet de réhabilitation, de renforcement et d'extension des réseaux de transport et de distribution d'électricité à Sao Tomé, dénommé "Electricité 1", est un volet du Programme d'urgence de réhabilitation et de renforcement des infrastructures électriques (PURIE) de la République Démocratique de Sao Tome et Principe et du plan de restructuration technique, financière et commerciale de l’EMAE. Le PURIE a été défini dans le cadre de l'étude du schéma directeur du réseau électrique de Sao Tomé financée par la Banque européenne d’investissement (BEI). Le projet nécessite la mise en œuvre de travaux de construction, de montage et de branchements, et des prestations de services pour (i) l'ingénierie, le contrôle et la supervision des travaux, (ii) l'assistance technique à la comptabilité de l'entreprise et au département de distribution de l'électricité. Les résultats attendus sont 5 sous-stations 30/6 kV renforcées ou construites, 13 nouveaux postes de transformation MT/BT et 60 autres réhabilités et/ou renforcés, 15 km de lignes MT et 80 km de lignes BT installés et 4.110 branchements d'abonnés en BT. Sur le plan institutionnel, il est attendu la mise en place de la comptabilité analytique et le renforcement de la comptabilité générale ainsi que l'élaboration des procédures de maintenance et de consignes de sécurité d'exploitation.

The project for the rehabilitation, reinforcement and expansion of transport networks and electricity distribution in Sao Tome, referred to as "Electricity 1", is a facet of the Emergency Programme for the reinforcement of the electricity infrastructures (PURIE) of the Democratic Republic of Sao Tome and Principe and the plan for the technical, financial and commercial restructuring of EMAE. PURIE was defined on the basis of the study of the master plan of Sao Tome’s electricity network funded by the European Investment Bank. The project requires the implementation of construction, assembly and connection works, and the provision of services for (i) engineering, control and supervision of the works, (ii) technical assistance to the company's accounting and electricity distribution departments. The expected results are 5 30/6 kV substations reinforced or built, 13 new MV/LV transformer substations and 60 others rehabilitated and/or reinforced, 15 km of MV lines and 80 km of LV lines installed and 4,110 LV subscriber connections. At the institutional level, it is expected that cost accounting will be implemented and general accounting will be strengthened, as well as maintenance procedures and operational safety instructions will be developed.
