Le présent projet vise à améliorer la qualité de vie, l’inclusivité et la résilience, à travers la fourniture de services durables d’eau et d’assainissement. Il est axé sur l’élargissement de l’accès à une eau salubre, l’amélioration de l’assainissement et le renforcement des capacités pour une meilleure prestation de services d’eau et d’assainissement dans les villes de Kismayo (État du Jubaland) et Baidoa (État du Sud-Ouest). En améliorant l’accès à un approvisionnement en eau salubre et fiable, le projet réduira l’exclusion économique et sociale des groupes pauvres et vulnérables vivant dans les deux villes, dont environ 60 % de la population vivent sous le seuil de pauvreté absolue et 65 % sont âgés de moins de 30 ans, et souvent chômeurs. Le projet élargira l’accès à des services d’alimentation en eau et d’assainissement financièrement abordables à Kismayo et à Baidoa, en particulier pour les personnes déplacées de l’intérieur (PDI), qui constituent 43 % de la population, et qui contribuent grandement à la croissance de l’habitat informel dans les deux villes, et éprouvent beaucoup de difficultés pour s’approvisionner en eau salubre et assainir leur milieu de vie. La tarification de l’eau et de l’assainissement seront revus pour y intégrer des tarifs minimaux, qui permettent souvent aux personnes en plus grande difficulté d’accéder aux services d’eau et d’assainissement. Des établissements scolaires, sanitaires et commerciaux bénéficieront aussi d’infrastructures améliorées d’adduction d’eau et d’assainissement, de formation en hygiène et de promotion de la salubrité du milieu. Le projet coûtera environ 9,589 millions d’UC et sera exécuté en 48 mois pour s’achèver en septembre 2023.
The proposed project aims at contributing to improve quality of life, inclusiveness and resilience through the provision of sustainable water supply and sanitation services. The project focuses on increasing access to safe water, improved sanitation and strengthening capacity for improved delivery of water and sanitation services in Kismayo (Jubbaland State) and Baidoa (South West State) towns. The project will reduce economic and social exclusion of poor and vulnerable groups in the two towns, where an estimated 65% of the population live below the basic needs poverty line and 70% of the population is younger than 30 years is often unemployed by improving access to safe and reliable water supply. The project will improve access to affordable water supply and sanitation services in Kismayo and Baidoa, particularly for the Internally Displaced Persons (IDP’s) -who comprise 43% of the population, have contributed significantly to the growing urban informality in the two towns, and are facing great hardship in accessing clean water and improved sanitation. Water and Sanitation tariffs will be reviewed to incorporate lifeline tariffs, which often ensure that those in greatest hardship can afford water and sanitation services. Selected education, health and market facilities will also benefit from improved water and sanitation facilities and hygiene training and promotion. The project will cost an estimated UA 9.589 million and its implementation period is 48 months with a completion date of September 2023.
Target Groups
Les principaux bénéficiaires sont quelque 200 000 personnes des communautés urbaines et péri-urbaines de Kismayo et Baidoa. Les deux États fédérés (Jubaland et Sud-Ouest) bénéficieront aussi de l’appui donné durant l’exécution des travaux d’infrastructure. Les activités du projet consisteront essentiellement en la construction et la gestion d’infrastructures d’alimentation en eau et d’assainissement, ainsi que la fourniture de services liés à l’eau. Toutes ces prestations créeront des emplois, contribuant ainsi, dans une certaine mesure, à l’atteinte de l’ODD 8, qui a trait à l’emploi décent pour tous. Le projet améliorera l’accès à des services d’eau et d’assainissement à un coût abordable à Kismayo et à Baidoa, en particulier pour des PDI confrontées à de grandes difficultés. Les tarifs et les redevances sur l’eau seront revus, et intégreront des éléments tels que les tarifs minimaux, afin de permettre aux personnes en plus grande difficulté d’accéder aux services d’approvisionnement en eau. Les dossiers d’appel d’offres feront obligation aux entrepreneurs de respecter les normes fondamentales du travail et d’assurer des formations de sensibilisation au VIH/sida, à l’intention de leurs employés et des communautés environnantes. Les personnes déplacées et les rapatriés vivant dans les zones du projet profiteront aussi de ces interventions. Des établissements scolaires choisis bénéficieront d’installations améliorées d’alimentation en eau et d’assainissement, de la formation en hygiène et de la sensibilisation à cet égard. Le projet créera des possibilités d’emplois pour une population locale estimée à 420 personnes, dont des jeunes et des prestataires de services, notamment des consultants, des ONG et des entrepreneurs. Le bétail bénéficiera aussi de l’eau fournie dans le cadre du projet. Un total de 350 jeunes, dont au moins 30 % de femmes, issus de groupes marginalisés, y compris les PDI et leurs communautés d’accueil, seront formés dans le cadre du programme de renforcement des compétences. Trente-cinq (35) stagiaires seront placés dans le projet pour leur permettre d’acquérir des compétences pratiques dans des disciplines telles que le génie civil, y compris la gestion de projets. Bénéficiaires indirects : Estimée à 100 000 personnes, la population vivant dans la zone du projet et au-delà bénéficiera de la promotion de l’hygiène, tandis que les femmes et les jeunes seront la cible des efforts visant à exécuter les activités de construction prévues au moyen de travaux à haute intensité de main-d’œuvre.
The main beneficiaries are approximately 200,000 people urban and peri-urban communities living in Kismayo and Baidoa. The two FMS States of Jubbaland and South West State will also benefit from the support given during implementation of the infrastructure works. Community members will benefit from employment during physical implementation. Project activities are mainly construction and management of water and sanitation infrastructure including the provision of water-related services, and all these will create jobs contributing to some extent to SDG No 8, which addresses decent work for all. The project will improve access to safe and more affordable water supply and sanitation services in Kismayo and Baidoa, particularly IDP’s who are facing great hardship. Water and sanitation services tariffs and charges will be reviewed; and will incorporate features such as lifeline tariffs, to ensure those in greatest hardship can afford water services, bid documents will require contractors to adhere to core labor standards and carry out HIV/AIDS awareness training for workers and surrounding communities. Internally Displaced People and returnees in the project areas will also benefit from the interventions. Selected education facilities will also benefit from improved water and sanitation facilities and hygiene training and promotion. The project will also provide employment opportunities to an estimated 420 local people, including youth as well as service providers including consultants, NGOs and contractors. Livestock will also benefit from the water provided under the project. A total 350 youth (at least 30% women) from marginalized groups including IDPs and their host communities will be trained under the skills enhancement program. Thirty - five (35) interns will be attached to the project for them to acquire practical skills in disciplines such as civil engineering including project management. Indirect Beneficiaries: Population in the project area and beyond of an estimated 100,000 people will benefit from the hygiene promotion and women and young people will be the focus of efforts to deliver the planned activities through labour-based construction services.
Objectives
L’objectif du projet est de contribuer à l’amélioration de la qualité de vie, de l’inclusion et de la résilience à travers la fourniture de services d’eau et d’assainissement durables. Compte tenu de l’insuffisance des ressources et de la fragilité du pays, où des années de conflit prolongé et d’excès de violence ont paralysé la prestation de services, le projet se concentre sur les aspects suivants : i) la construction/réhabilitation d’infrastructures d’alimentation en eau et d’assainissement en vue d’améliorer l’accès de populations non desservies à des services d’approvisionnement en eau salubre et d’assainissement de base, ii) l’action en complémentarité avec les interventions d’autres donateurs et iii) le renforcement des capacités du MoEWR et des deux États fédérés (Jubaland et Sud-Ouest), en vue d’améliorer la prestation de services à travers des partenariats public-privé innovants. L’approche adoptée contribuera aussi bien à améliorer la qualité de vie des bénéficiaires et qu’à renforcer la résilience dans les deux villes.
The project objective is to contribute to improved quality of life, inclusiveness and resilience through the provision of sustainable water supply and sanitation services. Recognizing the limited resource envelope and the fragile situation in Somalia - where years of protracted conflict and increased violence has undermined service delivery; the project has concentrated on; (i) construction/rehabilitation of key urban water supply/sanitation systems to improve access to clean water supply and basic sanitation services for the underserved; (ii) ensuring complementarity with other on-going donor interventions and (iii) building the capacity of the MoEWR and the 2 FMS (Jubbaland and South West State) to enhance service delivery through innovative Public-Private Partnerships. The adopted approach will contribute to both improving the quality of life for the beneficiaries and build urban resilience in the two cities.
