Bien que situé en Gambie, le port de Banjul est un point d’accès essentiel pour l’ensemble plus étendu que constitue l’Afrique de l’Ouest, desservant un vaste arrière-pays comprenant la Gambie, le Mali, la Guinée-Bissau et la Guinée Conakry. Les bénéficiaires du projet d’extension et de modernisation du port sont de manière générale aussi bien le peuple et le Gouvernement gambien que les pays voisins de la sous-région de la CEDEAO. Le commerce, les compagnies maritimes et les entreprises de la logistique, les consommateurs et les exportateurs aux niveaux national, régional et international comptent parmi les bénéficiaires directs potentiels. D’autres organismes gouvernementaux, dont la GRA, sont des acteurs et des bénéficiaires majeurs de l’environnement opérationnel du port de Banjul. Les bénéficiaires indirects seront de nature transversale et recouvriront sans conteste tous les aspects des activités économiques menées en Gambie et au-delà, dans la mesure où, grâce à sa situation stratégique particulière, le nouveau port créera des opportunités de levier qui permettront de relier l’Afrique de l’Ouest, l’Europe et les Amériques.
The Port of Banjul though located in The Gambia is a key gateway to the greater West African region, serving a wide hinterland consisting of The Gambia, Mali, Guinea Bissau, and Guinea Conakry. The overall beneficiaries of the proposed port expansion and modernisation are diverse and include the people and the Government of The Gambia as well as that of the regionally connected countries within the ECOWAS sub region. Trade, shipping lines and logistics industries, consumers and exporters at the national, regional, and international levels are some of the potential direct beneficiaries. Other Government agencies including GRA are major players and beneficiaries of Banjul’s ports operating environment. Indirect beneficiaries are bound to be cross cutting and cover all aspects of economic activities within The Gambia and beyond as the transformed port is bound to provide through its natural strategic position leverage opportunities linking West Africa, Europe, and the America’s.

Ce projet est un programme de dépenses d’investissement échelonné sur cinq ans qui entre dans le cadre d’un plan directeur portuaire plus vaste de 20 ans. Les deuxième et troisième projets d’extension du port de Banjul ont été mis en œuvre avec succès grâce à une aide financière octroyée sous forme de prêt par la Banque mondiale et la BAD. Les initiatives précédentes financées par la Banque étaient axées sur la modernisation des infrastructures. Les principaux enseignements tirés des 2ème et 3ème projets d'expansion par rapport au présent projet sont la nécessité d'entreprendre un processus holistique intégrant des améliorations de la facilitation des échanges au niveau des infrastructures matérielles et immatérielles afin de transformer durablement l'environnement portuaire en complétant les améliorations des infrastructures par les outils nécessaires pour garantir des gains de productivité. Le projet d’extension et de modernisation du port de Banjul devrait permettre de renforcer cette position de la Gambie comme plaque tournante majeure de commerce et de transports du pôle commercial de l’Atlantique, dont la population est estimée à environ 400 millions d’habitants. Le coût total du projet, hors taxes et droits de douane, mais imprévus physiques et financiers compris, est de 94,12 millions d’UC, soit 129,02 millions d’USD. Le projet contribue au financement climatique, avec une enveloppe de 7 millions USD du montant total approuvé dédiée à l’adaptation.
This Project is a 5-year phased capital expenditure programme under a broader 20-year Port Master Plan. The Banjul Port 2nd and 3rd expansion projects were successfully implemented with an on-lending financing support from the World Bank and the AfDB. Previous initiatives funded by the Bank were focused on infrastructure upgrades. Key lessons learnt from the 2nd and 3rd expansion initiatives compared to the current was the need to undertake a holistic process incorporating both hard and soft infrastructure trade facilitation improvements in order to sustainably transform the port environment by complementing infrastructure upgrades with necessary tools to ensure productivity improvements. The proposed Banjul expansion and modernization project will also serve as a catalyst for strengthening The Gambia’s position as a major trade and transport corridor hub within the Atlantic Trade Hub with an estimated population of about 400 million. The total cost of the Project excluding taxes and customs, but including physical contingencies and financial contingencies, amount to UA 94.12 million equivalent to US$ 129.02 million. The project contributes to climate finance, with 7 million USD of the total approved amount dedicated to adaptation.
Objectives
L'objectif global du projet est de renforcer la compétitivité régionale de la Gambie et d'assurer la résilience climatique du port de Banjul. Les objectifs spécifiques sont les suivants : i) réduire le temps d’attente des navires, éviter les encombrements coûteux et les surcoûts, faciliter la réduction des coûts du fret maritime et des surestaries ; ii) accroître les capacités du port pour répondre aux besoins actuels et futurs de trafic, y compris de trafic de conteneurs ; iii) améliorer l’efficacité, les opérations et la gestion du port grâce à des procédures renouvelées et numérisées et à l’informatisation ; iv) faciliter l’amélioration du flux de trafic sur les routes d’accès au port et autour de celles-ci et adapter les routes aux changements climatiques ; et v) maintenir des services de ferry rentables et fiables en mettant en service des ferries écologiques et à faible émission de carbone. Le projet devrait également renforcer considérablement la situation financière de l’Autorité portuaire de Gambie (GPA) et des Services de ferry de la Gambie (GFS).
The overall project objective is to enhance The Gambia’s regional competitiveness and ensure climate resilience of the Port of Banjul. The specific development objectives of the Banjul port 4th expansion project are to: i) reduce the ship waiting time, avoid costly congestion, surcharges, facilitate reduction in sea freight costs and demurrage payments; ii) provide additional capacity to meet the present and future forecast levels of traffic requirements including container traffic; iii) improve port efficiency, operations and management by renewed and digitalized procedures and computerization; iv) facilitate improved traffic flow in and around the access roads leading to the port and make the road climate-resilient; and v) maintain cost-effective and reliable ferry services by introducing green and low emitting ferries. It is also expected that the Project will greatly strengthen the financial position of the GPA and the GFS.
