Le Projet d’appui institutionnel pour les partenariats public-privé (PAI-PPP) a été conçu pour accompagner l’élaboration d’un cadre opérationnel politique, juridique et institutionnel pour les partenariats public-privé (PPP) en Ethiopie et fournir les capacités nécessaires. Il entend accompagner le gouvernement éthiopien dans ses initiatives visant à maintenir la stabilité budgétaire. Le projet est aligné sur le Plan pour la croissance et la transformation (GTP, 2011-2015). L’objectif essentiel du Plan est d’éliminer la pauvreté grâce à la croissance économique accélérée et généralisée et des dépenses bénéficiant aux pauvres. Le projet est aussi en phase avec diverses stratégies sectorielles de l’Éthiopie, notamment les programmes de développement des secteurs des routes et de l’énergie. Par l’intermédiaire du PAI-PPP, le gouvernement a clairement identifié les domaines dans lesquels il a besoin d’assistance. La Banque jouera ainsi un rôle de premier plan en vue de faciliter la mise en œuvre du projet en mettant l’accent sur l’élaboration d’un cadre politique, juridique, réglementaire et institutionnel pour les PPP, ainsi que sur le renforcement des capacités et l’appui à la gestion du projet. Le projet sera exécuté sur la période 2015-2018 avec un coût estimé au total à 1355418 UC. Sa mise en œuvre contribuera à intensifier et maintenir les initiatives de réforme en Éthiopie et à mettre en place les bases nécessaires à une solide participation du secteur privé à la prestation des services d’infrastructure et autres.

The Institutional Support Project for Public Private Partnerships (ISP-PPP) is designed to support the development of an operational policy, legal and institutional framework for Public Private Partnerships (PPPs) in Ethiopia and provide requisite capacity. It intends to help the Government of Ethiopia in its efforts to maintain fiscal stability. The project is aligned with the Growth and Transformation Plan (GTP, 2011-2015). The overarching goal of the Plan is to eradicate poverty through accelerated and broad-based economic growth and pro-poor spending. The project is also consistent with Ethiopia’s various sector strategies, including the Road and Energy Sector Development Programmes. Through the ISP-PPP, the GoE has clearly identified areas of support. The Bank will thus play a major role in facilitating implementation of the project by focussing on the development of a policy, legal, regulatory and institutional framework for PPPs, as well as capacity building and project management support. The project will be implemented over the period 2015-2018 with a total estimated cost of UA 1355418. Its implementation will help intensify and sustain reform efforts in Ethiopia and lay the foundation for strong private sector participation in the delivery of infrastructure and other services.

Les bénéficiaires directs du projet sont les principales institutions chargées de la gestion des finances publiques et de la gestion économique et celles en charge du développement économique, social et du secteur privé. Il s’agit plus particulièrement des institutions suivantes: le ministère des Finances et du Développement économique, le ministère de l’Eau, de l’Irrigation et de l’Énergie, le ministère de la Santé, la Commission nationale du Plan, la Commission éthiopienne d’investissement (EIC), l’Autorité éthiopienne des routes (ERA), la Compagnie éthiopienne d’électricité (EEP) et l’Agence de supervision de la privatisation et des entreprises publiques (PPESA). Les principales organisations faîtières du secteur privé comme la Chambre de commerce et associations sectorielles éthiopiennes (EECSA) en bénéficieront également. L’opération bénéficiera indirectement à l’ensemble de la population éthiopienne à travers des effets indirects de l’accroissement de l’investissement dans le pays.

The project direct beneficiaries will be the key institutions responsible for public finance and economic management, and institutions in charge of economic, social and private sector development, particularly: the Ministry of Finance and Economic Development (MoFED); Ministry of Water, Irrigation and Energy; Ministry of Health; National Planning Commission; Ethiopian Investment Commission (EIC); Ethiopian Roads Authority (ERA); Ethiopian Electric Power (EEP); and Privatization and Public Enterprises Supervising Agency (PPESA). Key umbrella private sector organizations such as the Ethiopian Chamber of Commerce and Sectoral Associations (EECSA) will also benefit. The indirect beneficiaries of the operation will be the entire population of Ethiopia who will benefit from the spill over effects of increased investment in the country.

L’objectif de développement global du projet proposé consiste à aider le gouvernement à maintenir le développement économique et la croissance inclusive grâce au renforcement des investissements privés dans les infrastructures économiques et sociales. L’opération visera plus précisément à créer un environnement favorable et à renforcer les capacités nécessaires à la participation du secteur privé au développement des infrastructures en tant que moyen de stimuler les investissements privés dans la prestation des services d’infrastructure et autres services publics, en vue d’améliorer la compétitivité la croissance inclusive.

The overall development objective of the proposed project is to support the Government of Ethiopia to sustain economic development and inclusive growth through enhanced private investments in economic and social infrastructure. The specific objective is to create an enabling environment and build the requisite capacity for private sector participation in infrastructure as a means of boosting private investments in the delivery of infrastructure and other public services for enhanced competitiveness and inclusive growth.
