In addition, indicators explicitly relating to a perception of change occurring after the project, such as “% of population who consider women have more influence in the management of water since the beginning of the project” do not require a baseline. Finally output indicators such as “#of schools/health facilities improved or built” also do not require a baseline – as these are direct physical constructions of the project. The program adopts an integrated approach to reducing conflict between competing ethnic groups and increasing stability in the Ruzizi Plain through increased and more equitable access to land and water for household and agricultural use, and improved governance around the management of these resources.
