46002-P-UG-HAA-007 African Development Bank La facilité proposée s’inscrit dans la droite ligne de la « Vision 2040 » de l’Ouganda, du PDN 2 et du DSP de la BAD pour l’Ouganda. Uganda Development Bank Limited (UDBL) en tant que première institution de financement de développement de l’Ouganda, a vocation à aider à accélérer le développement du pays en finançant les petites et moyennes entreprises (PME) et les grands projets de développement dans les différents secteurs de croissance clés, comblant ainsi le déficit de financement des PME et des projets d’infrastructure dans le pays. La facilité comprend : i) une Ligne de crédit à garantie souveraine d’un montant de 15 millions de $ EU ; ii) une Ligne de crédit non souveraine d’un montant de 5 millions de $ au titre du Programme dédié aux PME ; et iii) un don d’assistance technique pouvant atteindre 1 million de $. La LC souveraine contribuera à renforcer la capacité de prêt d’UDBL pour des durées plus longues et à des taux qui soient raisonnables pour l’intermédiation financière, tandis que la LC non souveraine contribuera à faciliter l’octroi de prêts supplémentaires aux PME et à soutenir l’intervention d’UDBL dans les domaines cibles. Quant à l’Assistance Technique (AT) liée au financement du Programme dédié aux PME, elle contribuera à renforcer les capacités du personnel d’UDBL dans les domaines où l’on a identifié des faiblesses. Le financement à plus longue échéance de la BAD permettra à UDBL de satisfaire les besoins d’emprunts de ses clients, en particulier dans les industries où le financement à longue échéance est rare/inexistant en raison du profil de risque perçu des PME. Il contribuera à renforcer le rôle d’UDBL en tant que banque de développement nationale en finançant la mise en œuvre du PDN de l’Ouganda et en complétant les efforts déployés par la banque en vue de diversifier sa base de financement et de mobiliser des ressources auprès d’autres sources. The proposed facility fully aligns with Uganda’s “Vision 2040”, NDP II and the ADB’s CSP for Uganda. Uganda Development Bank Limited (UDBL), the country’s premier development financial institution’s duty is to help accelerate Uganda’s development by supporting small & medium enterprises (SMEs) and large-scale development projects in the various key growth sectors, thereby, address the financing gap to SMEs and Infrastructure projects in the country. The proposed financial package relates to the provision of: (i) a USD 15 million Sovereign-Guaranteed Line of Credit (LOC); (ii) a non-sovereign USD 5 million Line of Credit under the SME Program; and, (iii) a Technical Assistance Grant of up to USD 1 million. The sovereign LOC will enhance the lending capacity of UDBL at longer tenors and at a price that is reasonable for financial intermediation while the non-sovereign LOC will facilitate additional lending to SMEs and support UDBL’s intervention in focus areas. The TA linked to the SME program funding will help strengthen the capacity of UBDL staff in areas where some weaknesses have been identified. The AfDB longer tenor funds will allow UDBL to meet its customers’ borrowing requirements particularly in industries where long tenured funds are scarce/ unavailable due to the perceived risk profile of SMEs. It will help reinforce UDB’s role as a national development bank in implementing the country’s NDP and complement UDBL’s efforts to diversify its funding base and mobilize resources from other sources. L’on s’attend à ce que la réserve de projets proposée contribue directement et indirectement à : i) créer des emplois pour les Ougandais, en particulier les jeunes et les femmes ; et ii) développer l’infrastructure sociale, notamment les écoles, les hôpitaux et atteindre les zones rurales mal desservies. Neuf des projets de la réserve de projets indicative (soit l’équivalent de 33 %) concernent des zones rurales, tandis que 829 des emplois créés seront occupés par des femmes. The project will enhance private sector development, by demonstrating the viability of investing in growth-oriented SMEs. The proposed pipeline is expected to directly and indirectly contribute towards: i) creation of jobs for Ugandan including youth and women; and (ii) development of social infrastructure including schools, hospitals and reach underserved rural areas. Nine (equivalent to 33%) of the indicative pipeline projects are from rural areas and 829 of the jobs created will be for women. UDBL intervenes in sectors such as agriculture and agro processing, hotel and tourism, education, health and manufacturing among others. The project will thus enhance private sector development, by demonstrating the viability of investing in growth-oriented SMEs. Additionally, increased revenue by the beneficiaries at sub-project level will lead to incremental tax. The facility will also support financial inclusion, gender and social benefits. The investment will further contribute towards provision of quality and low-cost education and health services to thus narrowing the existing widening social and income gaps in the country.
