As a result of the escalation of military hostilities between armed groups since December 2019, an estimated 689,000 persons have been newly displaced (as of 9 February 2020). This figure is likely to increase given the continued displacement triggered by ongoing fighting. To addressing the needs, UNHCR will carry out a twofold intervention. 1. Emergency Shelter and NFI assistance: UNHCR will purchase, transport and distribute, the latter through its partners, shelter materials and NFIs to the affected population. UNHCR will target IDPs in sub-districts hosting the largest numbers of displaced people (access permitting) and will provide displaced people with 13,000 tents and 13,000 NFI kits, reaching 78,000 persons with tents (a tent shelters a family of six) and 65,000 with NFIs (a kit addresses the needs of five). 2. Protection: In the locations where IDP sites will be established or expanded, UNHCR will support its partners to expand and/or establish static service points and/or run mobile outreach teams. These will identify, refer and assist persons in need, with a focus on the prevention and response to SGBV and child protection. The activities proposed here will benefit a total of approximately 202,000 newly displaced persons in Aleppo and Idleb governorates. Given the urgency to reach affected communities considering the looming rapid deterioration in weather conditions as well as the increasingly protracted nature of the displacement, UNHCR’s proposed intervention fully adheres to CERF life-saving criteria. All activities will be conducted in close cooperation with cluster members, including IOM as one of the largest agencies involved in the shelter/NFI response in northwest Syria.
