DESCRIPTION
Focus of the WBIF (joint initiative of the European Kommission, the Council of Europe Deveopment Bank (CEB), the European Bank for Reconstrution and Development, the European Investment Bank, Worldbank and KfW) is an optimized cooperation and coordination of aid (support for technical aid and investment projects) of the Commission, IFI and member states within the sectors environment, energy, transport and social issues, since 2011 development of the private sector (access of small and medium entreprises to loans)  and since december 2017 digitisation. Bilateral donors are roughly a dozen of EU/EFTA member states, the biggest donor is NOR, followed by SWE, AUT and DEU. The concentration of funds is aimed at enhancing the effectiveness of financial aid. The beneficiary countries themselves (ALB, BIH, KOS, MKD, MNE und SRB) suggest and present their intended projects.
Ziel des WBIF (gemeinsame Initiative der Euro­päischen Kommission (KOM), der Entwicklungsbank des Europarates (CEB), der Europäischen Bank für Wiederaufbau und Entwicklung (EBWE) und der Europäische Investitionsbank (EIB, Weltbank und  die KfW) ist eine verbesserte Zusammenarbeit und Koordinierung von Hilfen (Finanzierung von technischer Unterstützung und Investitionsprojekten) der KOM, der IFI und der MS in den Sektoren Umwelt, Energie, Verkehr und Soziales, seit 2011 die Entwicklung der Privatwirtschaft (Zugang von KMU zu Finanzierungsmöglichkeiten) und seit Ende 2017 Digitalisierung. Zu den Gebern bilat. Hilfe gehören ca. ein Dutzend EU/EFTA-Mitgliedstaaten, die  die größten Beiträge haben NOR, gefolgt von SWE, AUT, und DEU bisher geleistet. Mit der Bündelung von Zuschüssen und Darlehen soll die Wirksamkeit der bereitgestellten Finanzmittel verbessert werden. Die Vorhaben werden von den Empfängerländern (ALB, BIH, KOS, MKD, MNE und SRB) selbst konzipiert und vorgeschlagen.
