El 6 de septiembre de 2023, el Gobierno de Uruguay, implementó un Sistema de Información de Mercado Laboral (SIMEL) con una gobernanza amplia encabezada por el Ministerio de Trabajo y Seguridad Social de Uruguay (MTSS) y con una importante participación del Instituto Nacional de Estadísticas (INE) y el Banco de Previsión Social (BPS). Dentro de las funciones del SIMEL se pueden distinguir 3 funciones principales: a. Realización de análisis integrados del mercado del trabajo. b. Monitoreo e información sobre políticas laborales de empleo. c. Proporciona un mecanismo para el intercambio de información y/o coordinación de diferentes actores e instituciones que producen y/o utilizan información y análisis del mercado del trabajo. Este logro permite contar con información armonizada en términos conceptuales y de distintas fuentes de información, lo que posibilita mejorar el diseño, seguimiento y evaluación de políticas públicas relacionadas con el mercado del trabajo. El lanzamiento se realizó con la participación del Presidente de Uruguay Luis Lacalle Pou; el Ministro de Trabajo y Seguridad Social, Pablo Mieres; y como representantes del BPS y del INE, Mariella Lazo y Federico Segui, respectivamente. Para asegurar la sostenibilidad del SIMEL se cuenta con un manual de gobernanza en el que se estipulan los compromisos de cada una de las instituciones que forman parte del sistema. El proyecto “SIMEL ampliado” se enmarcó en un memorando de entendimiento entre la OIT y el gobierno de Uruguay para la implementación del SIMEL, y que fue firmado el 22 de mayo de 2022 con la presencia del Presidente de la República, Luis Lacalle Pou. La OIT prestó asistencia técnica directa y financiamiento durante toda la duración del proyecto en sus distintas fases. El proyecto constó de varios componentes entre los que destacan las siguientes acciones realizadas por la OIT: 1. Asistencia técnica que permitió identificar aquellos registros administrativos relevantes para ser incorporados al SIMEL. Además, se trabajó en la depuración y mejoramiento de dos de estos registros, lo que constituyó una especie de piloto, ejemplificando el proceso a realizar con el resto de los registros. 2. Talleres presenciales de: producción de datos (insumo esencial para elaboración del plan maestro del SIMEL); SDMX y modelización de datos; preparación de datos y ETL (extracción, transformación y carga). Dentro de las actividades informáticas del SIMEL, en adición a los talleres presenciales, la OIT prestó asistencia técnica directa remota y permanente. 3. Apoyo técnico para la definición de la estructura de gobernanza del SIMEL (Ministerio; INE y BPS principalmente). 4. Financiamiento para la participación de dos personas claves en el éxito del del proyecto en un taller avanzado dictado en Turín en mayo del 2023. 5. En el componente sobre sistema de información de oferta y demanda de empleo y prospectiva ocupacional del proyecto, se realizó un curso impartido por OIT con la participación de 11 personas propuestas por el MTSS.
