Output 1.2. Increased institutional capacity of workers’ organizations
In February 2022, the National Trade Union Centre (NATUC) and the Employers' Consultative Association (ECA) developed and adopted a model workplace policy on gender-based violence (GBV), intimate partner violence and sexual harassment in the framework of the UN Spotlight initiative to eliminate violence against women and girls (VAWG). This led to the adoption of joint policy positions to address GBV at the workplace by the regional bodies the Caribbean Congress of Labour (CCL) and the Caribbean Employers' Confederation (CEC). This model has served as guidance for the policies adopted at the workplaces in the Caribbean. In 2022-23 the policy was adopted and implemented in several workplaces in Trinidad and Tobago, and did also influence the development of the national policies. ILO provided technical expertise and support to NATUC and CCL in developing the model workplace policy and participated in awareness-raising activities to promote the policy as well as on C190. In October-November 2022, ILO specialists participated in four training sessions on GBV Sensitisation Awareness, GBV Policy Framework, Effective Social Media Engagement and Workplace Policy Advocacy. The objectives of these workshops were: Creation of a core of trade union advocates to address GBV at the workplace across all CCL affiliates, that will be frontline advocates for the implementation of the policy at their workplaces; recognition of participants as workplace champions for prevention of GBV, able to effectively recognize and respond to incidents of GBV in the workplace; exposing participants to basic advocacy skills including, petitioning, member mobilisation and fact sheet creation. In February-March 2022, ILO specialists provided their inputs to the development of the policy.
