Employment creationEmployment policy and planning; institution capacity building and advice; employment creation and income generation programmes; including activities specifically designed for the needs of vulnerable groups.
Immediate post-emergency reconstruction and rehabilitationSocial and economic rehabilitation in the aftermath of emergencies to facilitate recovery and resilience building and enable populations to restore their livelihoods in the wake of an emergency situation (e.g. trauma counselling and treatment, employment programmes). Includes infrastructure necessary for the delivery of humanitarian aid; restoring pre-existing essential infrastructure and facilities (e.g. water and sanitation, shelter, health care services, education); rehabilitation of basic agricultural inputs and livestock. In June 2023, the Labor and Employment Plan (LEP) a sectoral plan to the Philippine Development Plan 2023-2028, was approved by President Marcos. Prior to this, the National Tripartite Industrial Peace Council approved and adopted the strategies outlined by the LEP through a signed Resolution. The LEP is organized around three key strategic decent work priorities on employment; social protection; and fundamental principles and rights at work, international labour standards and human rights. and benefited from technical consultations at the national and sectoral level, with participation of the social partners. In January 2023, the 2nd Bangsamoro Development Plan (BDP) 2023-2028 was approved by the Bangsamoro Transition Authority (BTA) Parliament. The BDP focuses on addressing lack of decent employment in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and includes provisions to address labour and employment-related issues in the region. ILO provided technical inputs in the formulation of the LEP which was led by the Department of Labor and Employment. ILO also supported the tripartite consultations at the national and sub-national levels. ILO provided technical inputs to the drafting of the BDP, particularly on the chapter on "Creating a favorable environment for an inclusive, resilient and robust economy" which covered labour and employment. In addition, the ILO provided technical advisory and capacity building support to the Ministry of Labor and Employment (MOLE), lead of the labour and employment cluster of the BDP formulation committee.

In December 2023, Government, thru Department of Labor and Employment (DOLE), and in consultation with the social partners, mainstreamed the content of the National HRD Green Jobs Plan to the agency’s current work program and the implementation of the recently developed Labor and Employment Plan. In July 2023, TESDA’s Green TVET Framework is revived as a key strategy by TESDA to support national green and climate commitments. Increased awareness of ECOP and its members to participate meaningfully in initiatives and dialogues on green jobs and just transition. With support from the Government of Japan, the ILO produced a research document on Green Jobs and Just Transition in the Philippines to provide guidance information for government and social partners on sustainability and employment trends in key sectors - energy, vehicle mobility and construction. This is meant to support the implementation of roles and deliverables as indicated in the Green Jobs Act and the National Green Jobs HRD Plan. Support was provided to the Employers Confederation of the Philippines (ECOP) for the roll-out of their advocacy program on Green Jobs and Just Transition for employers and small enterprise members. This included the participation of the ECOP secretariat's Officer for Green Initiatives to the ITCILO course on Green Jobs, the production of the green jobs episode for the ECOP Digital TV, and a webinar open to both members and non-members. The pilot implementation of a blended training workshop series (3 online sessions, 3-days In-person workshop) on Greening TVET using the ILO Guidance Toolkit was conducted thru the ITCILO for TVI trainers from Green Technology Center - TESDA (25 trainers) and private institutes (5 trainers). Through this process, GTC-TESDA was able to prepare sample greened TVET training regulation, curriculum and modules, which contributed to refining and improving the pace of their internal process to 'green' TVET courseware. GTC-TESDA also produced an Action Plan to roll-out the process across the region.

In 2022, the Ministry of Labor and Employment – Bangsamoro Autonomous Region in Muslim Mindanao (MOLE BARMM) adopted the Community Emergency Employment Programme (CEEP) as part of its regular programmes. The CEEP was introduced to BARMM in 2021 to minimize and mitigate the economic impact of the COVID-19 pandemic on the informal sector workers by providing immediate short-term employment to women and men in the rural and urban poor communities in BARMM. With the support of the Government of Japan, the ILO provided technical assistance to MOLE in designing and implementing the Community Emergency Employment Programme (CEEP) Guidelines which ensured social protection coverage and COVID-19 responsive OSH measures. The ILO also provided support through provision of salaries, social protection (social security, health insurance and accident insurance) and PPEs of workers as well as 88 handwashing facilities with hygiene materials.
