In March 2022, the Association of Lebanese Industrialists (ALI) elected a new President and Board. The President introduced a reform plan to enhance ALI’s value proposition and image, expanding its sphere of action. A task force, comprising selected Board members, initiated the reform process following a thorough organizational assessment. The operationalization of the assessment recommendations drove significant changes to improve ALI’s organizational governance and membership, services and research capacity. Specifically, ALI’s implementation of the recommendations led to the following change: 1. Fee structure: The Board approved a new fee structure to ensure financial sustainability, payment of adequate staff salaries and new recruitments. 2. Data management: ALI intensified the use of its customer relations management (CRM) tool with tailored adaptions to reflect its organizational need. 3. Services: Introduction of new services, including training for women in business and in management, a new economic information service and new help desk to support business formalization. 4. Research: In-depth studies on skills needs anticipation in specific sectors along with development of ALI’s internal capacity to replicate the studies in new sectors. 5. Governance: Conducted an organizational gender audit to address low female representation in ALI management and board, leading to the creation of a committee to promote women’s participation. 6. Partnerships: Pioneered an innovative public private partnership model to improve the offer of technical and vocational schools in the agrifood sector. 7. Advocacy: Played a pivotal role in shaping the capital control law and driving reforms related to the social security system, with a new strategic communication plan in place to realize the desired change. 8. Communication and visibility: Established a communication plan, including a website with a members-only area designed and functional. The ILO supported the assessment, which encompassed reviewing ALI’s business operations and organizational plan, governance rules and financial situation. Based on some of the reports’ recommendations, the ILO supported ALI in developing a new communication plan and institutional website, complete with an intranet for company members. The ILO, in collaboration with the ITCILO, supported ALI in further refining the CRM structure, introducing several features including the reclassification of economic sectors in line with the current regulations. Under various DC projects, the ILO enhanced the research and service capacity of the ALI. Notable examples include: 1. 75 women in managerial positions benefitted from courses organized by ALI with ILO support. New partnership was established with Saint Joseph University for delivery of courses in the area of leadership, conflict resolutions, advanced marketing skills, etc. 2. A dedicated desk was established in ALI to spearhead an advocacy campaign targeting informal businesses and supporting informal entrepreneurs in their “formalization journey”. By the end of 2023, 80 businesses (40 women entrepreneurs) were reached and an initial assessment was performed on the steps needed to advance their formalization. 3. The ILO provided coaching and technical support to build the capacity of ALI staff to conduct skills needs anticipation studies. Additionally, the ILO provided legal support to draft a MOU between the Ministry of Education, the Ministry of Industry, and the Association of Lebanese Industrialists for cooperation on technical and vocational education and training and life-long learning in Lebanon, The MOU was signed in June 2023.
