Output 1.1. Increased institutional capacity of employer and business membership organizations (EBMOs)
In 2021, the Employers Federation of India (EFI) developed a Membership Development Strategy alongside an Action Plan to put the strategy into action. The Strategy rested upon four pillars: membership, services, staff, and advocacy. The emphasis on new services was pronounced due to its direct correlation with membership and staff. The Action Plan elaborated on how each of these strategic pillars would be addressed. Notably, this Plan identified the establishment of a Legal Advisory Cell (LAC) as a means for EFI to offer a new legal advisory service. In partnership with the Confederation of Indian Industry (CII), EFI formally instituted the LAC. This collaboration served as a comprehensive destination for industrial relations services. Prior to launching services, LAC devised an internal guide intended to assist those providing counsel on labour laws. This guide was tailored to support advisors within the LAC, who are independent consultants chosen by EFI. Additionally, LAC developed a sustainability plan outlining actions for 2022-23. Within this framework, LAC trained over 200 employer representative participants in 8 training programmes in 2022. EFI incorporated plans for a comprehensive training module on Employee Relations into its sustainability plan. In response to findings from a needs assessment report in 2023, EFI designed its inaugural Certificate course on Employee Relations. Along with the sustainability plan, the EFI – CII Certificate Course on Employee Relations was launched in May 2023. The course attracted 20 participants and was conducted in hybrid mode over 42 hours between May and June. The sustainability plan of the Certificate course details the course faculty, envisions an annual programme with specialized module-based training throughout the year. This plan envisages the course as an income generating activity for EFI. The ILO supported EFI to establish the LAC. Numerous rounds of discussions with EFI’s Board members and management were conducted to determine the range of services that LAC should offer to EFI members. These services included labour law advisory services, contract of employment drafting, advisory services on compensation benefits and restructuring of remuneration packages, as well as industrial relations training. The ILO played a key role in guiding EFI to formulate the strategy paper for the LAC’s set up. In response to an EFI proposal, the ILO supported the formulation of a new certificate training programme on Employee Relations. The ILO initially assisted EFI in conducting a needs assessment survey among its members. Subsequently, the certificate course was designed incorporating insights obtained from the needs assessment report. The sustainability reports of both the LAC and the certificate course on employee relations were formulated with ILO assistance.
