Output 1.1. Increased institutional capacity of employer and business membership organizations (EBMOs)
The COVID pandemic prompted APINDO to revisit its governance, membership, and services strategies in order to enhance its appeal to current and potential members, particularly those located outside the capital. To develop these strategies, APINDO conducted a national survey involving 201 respondents out of its total 447 extraordinary members. Also, APINDO produced a study to assess the state of provincial chapters and sectoral business associations, involving focus group discussions with 7 provincial and 12 district chapters, and 13 sectoral associations. In Sept 2023, APINDO’s leadership adopted the Strategic Plan 2023 -26, which was crafted based on discussions and analysis of the study’s recommendations. This strategy is supported by an action plan that encompasses a suite of services and products, a marketing campaign, and renewed policy engagement strategies. It further involves the creation of an integrated membership management system database complemented by information, advisory, and representative services on industrial relations. The plan foresees an internal restructuring and an augmentation of staff resources, designed to manage information, services, and regional empowerment support. This restructuring enables APINDO secretariat to assume responsibilities previously held by the Board. The strategic plan capitalizes on enhanced communication and a revamped online identity, reflected in APINDO’s website which received improvements in 2022 with added member-centric features. The strategy draws upon the APINDO Business & Industry Learning Centre (ABILEC). APINDO inaugurated the ABILEC in Feb 2023 as a platform for member manufacturing companies pursuing workforce development. ABILEC offers HR solutions for industrial and business transformation, nurturing HR development and business leadership aligned with future technology, Industry 4.0 trends, and evolving in competency and professionalism standards. The ILO provided APINDO with a mix of technical insights, resources, and tools to develop its membership strategy. This assistance encompassed tailored global products, a membership survey, and an analysis that underpinned the development of APINDO’s membership strategy. In Sept 2023, the ILO supported APINDO’s board/staff workshop. This workshop aimed to deliberate upon and endorse its Membership and Service Development Strategy (2023-25). The ILO’s contributions took the form of technical presentations and an analysis of global best practices concerning membership, good governance, strategies to enhance nationwide and sectoral coordination, as well as emerging issues and challenges impacting employers’ agendas on regional and global fronts. Furthermore, the ILO supported the enhancement of APINDO’s website, adding more functions and new marketing tools. These enhancements aimed to offer potential members a clearer understanding of the membership benefits. The ILO also supported establishment of ABILEC and equipping it with tools tailored for HR development. In an effort to assist APINDO members’ executives, directors and managers in fostering more strategic and efficient organizational operations, the ILO provided an On-Boarding tool. This resource comprises of practical advice designed to aid in evaluating governance approaches and formulating sound governance practices.
