Statistical capacity buildingAll statistical activities, such as data collection, processing, dissemination and analysis; support to development and management of official statistics including demographic, social, economic, environmental and multi-sectoral statistics; statistical quality frameworks; development of human and technological resources for statistics, investments in data innovation. Activities related to data and statistics in the sectors 120, 130 or 150 should preferably be coded under the voluntary purpose codes 12196, 13096 and 15196. El 11 de febrero de 2022, el Departamento Administrativo Nacional de Estadística (DANE) de Colombia publica los resultados del rediseño de la Gran Encuesta Integrada de Hogares (GEIH), dando cuenta de un nuevo enfoque conceptual y metodológico consistente con las últimas recomendaciones internacionales emanadas de las Resoluciones I de la 19ª y 20ª Conferencia Internacional de Estadísticos del Trabajo (CIET). Entre estos cambios conceptuales destacan la incorporación del pago como un criterio esencial para la clasificación de la ocupación; ajuste de la edad mínima para trabajar a 15 años; adecuada identificación de los ocupados ausentes de acuerdo a los criterios establecidos en la 19ª CIET; inclusión de la disponibilidad para la adecuada identificación de la fuerza de trabajo potencial; preguntas destinadas a identificar la nueva categoría de contratistas dependientes de acuerdo con la 20ª CIET; entre otros. El DANE, en febrero de 2022, da a conocer las nuevas disposiciones conceptuales respecto de la medición de informalidad en Colombia, pasando desde una medición basada en el tamaño de la unidad económica, a una medición que contempla los criterios establecidos en la 15ª y 17ª CIET conjuntamente. Esto es, tomando en consideración los criterios de registro y contabilidad para las unidades económicas y de acceso efectivo a la seguridad social en virtud de los puestos de trabajo para los casos de los ocupados dependientes. De esta forma, Colombia se pone al día con la medición armonizada que realizan la gran mayoría de los países latinoamericanos. La OIT prestó asistencia técnica al DANE desde el año 2019 al 2021, con énfasis en la revisión de cuestionarios, pruebas cognitivas y pruebas piloto. Dicha asistencia sirvió para que el DANE iniciara un proceso de rediseño de la GEIH que se inició el 2019 y donde uno de los objetivos fundamentales era la puesta al día al marco normativo de las estadísticas del trabajo emanadas a partir de las resoluciones y directrices adoptadas en la 17ª, 19ª y 20ª CIET de la OIT. Durante 2021, se realizó una encuesta paralela a la GEIH con todos los ajustes definidos. En octubre del mismo año tuvo lugar un segundo diseño experimental. Adicionalmente, durante la pandemia se sostuvieron reuniones pequeñas virtuales organizadas y asistidas técnicamente por la OIT entre algunos países de la región (Chile; Colombia; México y Uruguay) para intercambiar experiencias centradas en las preguntas destinadas a identificar la categoría de contratistas dependientes (Resolución I de la 20ª CIET) y algunos aspectos específicos de brechas que tenían con la 19ª.
