The Georgian Employers Association (GEA) reorganized its functioning, services and representativeness by adopting and implementing Rapid Response COVID and PR Action Plan (Rapid Response Plan) in December 2020. The implementation of the Rapid Response Plan led to improved internal practices, increased effectiveness and improved visibility of GEAs activities. The Rapid Response Plan is developed based on findings of a membership survey conducted to identify the key challenges of the COVID crisis and collate members' views of the GEA response (June/July 2020). The GEA translated the findings of the survey report into the Rapid Response Plan to improve its visibility and communication towards its members, and capability to address their identified needs. The Plan, implemented throughout 2021, envisaged the development of a new website, a new communication strategy, an internal and external assessment of GEA, COVID guides for enterprises, and an extension of member services on labour law. Specifically, GEA launched the new website in September 2021. The website provides for better visibility and functionality for visitors. It also includes a dedicated page on COVID to help members navigate the changing business environment. In October 2021, GEA released a new communication strategy, which includes specific targets to improve both internal and external communication. Furthermore, GEA released a series of four COVID response guides for employers in 2020. The guides were published as one book and were integrated in the new GEA website. GEA also organized trainings on OSH in the context of COVID for 100 enterprises (April 2021) which significantly contributed to improving GEA`s COVID response profile. To expand on its services on labour law, GEA conducted trainings for employers (June - July 2021) on Georgia's new labour legislation, and developed two specific guides for employers on how to implement and comply with the new legislation and to overcome related challenges With the contribution of RBSA, the ILO supported GEA to develop and deploy a survey on the effectiveness of GEA`s COVID response among a representative sample of their members, and provided GEA with expertise to produce the survey report. ILO supported GEA with advice and expertise to develop a Rapid Response Plan to overcome the organizational shortcomings identified in the survey report. ILO provided expertise and support in implementation of the Rapid Response Plan. Concretely, the ILO provided external expertise and advisory services to GEA for the development of the concept for a new website and then supported the development of the website itself. With the support of the Government of Denmark, the ILO assisted the GEA in development of new communication strategy. The ILO provided GEA with assessment of the current state of GEA communications to serve as a baseline for development of the new strategy. ILO also organized and conducted training on communication for GEA secretariat and management, in September 2021. The strategy includes steps to increase the visibility of GEA and its activities; the effectiveness of its PR and advocacy efforts; and its organizational efficiency as a whole. Further support was provided to GEA to conduct a comprehensive internal and external assessment amongst stakeholders, members, key partners, government institutions which included 20 interviews and survey with 300 members, as well as in preparing a members needs analysis, a SWOT analysis, and finally an internal reorganization action plan (May - November 2021). The ILO assisted GEA in adapting and deploying a number of COVID employer support tools, and also offered advisory and technical support to GEA in the development and deployment of labour legislation trainings and two labour legislation guides for employers. With the contribution of RBSA, the ILO supported GEA in organizing trainings on OSH COVID for 100 enterprises.
