Output 1.1. Increased institutional capacity of employer and business membership organizations (EBMOs)
The Republican Association of Employers of Armenia (RUEA) re-organized its operations in response to the changing business environment brought by the COVID-19 crisis. Since the shift to online work accentuated the functional weaknesses of the old RUEA website, RUEA developed an entirely new website (September 2021) to provide better and more up to date information and enhance the visibility of RUEA and its activities. At the same time RUEA underwent a substantial rebranding exercise by developing and adopting a new visual identity with aims to broaden its institutional outreach to the private sector. Both changes proved to be timely for the change of leadership in RUEA which took place in August 2021. As part of their COVID response RUEA launched research on the effects of COVID on enterprises in May 2020. This led to a research report based on survey of over 200 enterprises, which was the first such report in Armenia, and since it came at a moment when no other stakeholder or institution could offer such data, it made an even stronger impression on important stakeholders in the country. Because of the heightened visibility brought by the COVID-19 research, RUEA was invited to government platforms on COVID response to bring employers views therein and was thus in position to influence government decision-making on COVID-19 measures, where the research proved instrumental. The new visual identity and the new website helped RUEA to stand out and be more visible, to provide more information, and thus to be more relevant to enterprises, members and potential members alike. The ILO supported the RUEA in development of the RUEA's new web site and a rebranding of the organization. The support concerned the design of a new visual identity where ILO provided advisory and expert support in development of the new visual package (July 2021); the development of the concept for a new website where ILO provided PR and communication expert support (May 2021); and the design of the new website for RUEA where ILO provided the IT expertise for putting up the new website, as well as training for the RUEA staff in use and update of the website as well as ‘user manual' (September 2021). The ILO further assisted the development and adaptation of COVID guides for employers, including the customization of the guides to RUEA needs and their publication both electronically and in hard copy. The ILO also supported RUEA in using the COVID guides to conduct a membership campaign, which involved distribution of the COVID guides package to potential members of RUEA. The supported the RUEA in conducting an online survey on the impact of COVID-19 among RUEA members. The ILO provided a framework for the survey tool, programmed the agreed survey into an online business intelligence platform (Qualtrics) and generated top line analysis. The ILO also provided introductory and advanced guidelines on Qualtrics to the RUEA, and the promotion and presentation of the results. With the contribution of RBSA, the ILO assisted RUEA in organizing a OSH COVID training for 100 enterprises (May 2021) and in adapting the online BCP guide for enterprises.
