Through policy dialogue, evidence and technical support, UNICEF advocated for a juvenile justice reform according to human rights standards. Even though this reform had not taken place, UNICEF was a key actor to prevent the approval of a regressive bill.Moreover, UNICEF worked to strengthen provincial juvenile justice systems by promoting the implementation of alternative measures to detention and by supporting organisms that monitored juvenile detention centers.UNICEF also advocated on the consolidation of information systems and worked on the prevention of police abuse cases.
