Dans de nombreux pays africains, les normes traditionnelles en matière de genre attribuent aux femmes la responsabilité principale des soins et des travaux domestiques non rémunérés, qui sont essentiels au bien-être de la famille et de la communauté. Cependant, cette responsabilité est souvent sous-évaluée dans les décisions de politiques, ce qui perpétue les inégalités économiques et les stéréotypes de genre. Ce projet vise à éclairer les politiques de soins au Bénin et au Togo, en répondant à la demande de données probantes sur les soins et les travaux domestiques non rémunérés, notamment en quantifiant la valeur de l’économie des soins et en analysant l’incidence des politiques actuelles et potentielles sur la demande et l’offre futures de soins, en mettant l’accent sur l’égalité des sexes et l’équité intergénérationnelle. Il mobilisera les décisionnaires clés et les personnes qui défendent l’égalité des sexes au moyen de communautés d’apprentissage et de pratique sur les soins et les travaux domestiques non rémunérés et par la création de plateformes faisant intervenir de multiples parties prenantes sur les soins et les travaux domestiques non rémunérés dans les deux pays. Des messages clés et des produits de communication stratégiques adaptés au contexte local seront élaborés conjointement par ces réseaux de parties prenantes afin d’alimenter un processus de réforme des politiques. Les résultats attendus comprennent le développement d’une compréhension cohérente du travail de soins non rémunéré en tant que question de politique en Afrique de l’Ouest et la création de stratégies nationales et régionales pour des réformes politiques et législatives qui reconnaissent formellement le travail de soins non rémunéré. Le projet est soutenu par l’initiative Mettre à l’échelle les innovations en soins en Afrique, cofinancé par Affaires mondiales Canada et le CRDI. L’initiative Mettre à l’échelle les innovations en soins en Afrique est un partenariat quinquennal visant à mettre à l’échelle les innovations en matière de politiques et de programmes mises à l’essai et ancrées localement afin de corriger les inégalités entre les genres dans le domaine des soins non rémunérés en Afrique subsaharienne.
Traditional gender norms in many African countries assign women the primary responsibility for unpaid care and domestic work (UCDW), which is essential for family and community wellbeing. However, it is often undervalued in policy decisions, perpetuating economic inequality and gender stereotypes. This project seeks to inform care policies in Benin and Togo, responding to the demand for evidence on UCDW, including quantifying the value of the care economy and analyzing the impact of current and potential policies on the future demand for and supply of care, focusing on gender equality and intergenerational equity impacts. It will engage key decision-makers and gender-equality advocates through communities of learning and practice on UCDW and through the creation of UCDW multi-actor platforms in both countries. Locally tailored key messages and strategic communications products will be co-developed through these stakeholder networks to inform a policy reform process. Expected outcomes include the development of a coherent understanding of unpaid care work as a policy issue in West Africa and the creation of national and regional strategies for political and legislative reforms that formally recognize unpaid care work. The project is supported under the Scaling Care Innovations in Africa partnership co-funded by Global Affairs Canada and IDRC. Scaling Care Innovations is a five-year partnership aimed at scaling tested and locally grounded policy and program innovations to redress gender inequalities in unpaid care work in sub-Saharan Africa.
