Inadequate use of education data in policymaking hampers progress in improving learning outcomes and promoting equity. More research is necessary to understand data use and how to bridge the data-implementation gap, especially at the local level. This project adapts and further scales a successful initiative, Data Must Speak (DMS), that integrates data sets to identify districts and schools that outperform others and then investigates how to scale the factors that led to those successes. This project seeks to strengthen the capacities of central policymakers and local officials in understanding the value of their data for designing, implementing and monitoring policies. It aims to increase the sustainability of the approach by developing practical tools to also address future policy questions. DMS SCALE incorporates impact evaluations to further understand and generate evidence on the benefits of knowledge co-production and dissemination at both central and local levels. By documenting critical success factors in its four partner countries — Chad, the Democratic Republic of the Congo, Madagascar and Nepal— the project promotes and facilitates future scaling in different contexts. This project is funded under the Global Partnership for Education Knowledge and Innovation Exchange (KIX), a joint endeavour between the Global Partnership for Education (GPE) and IDRC to connect expertise, innovation and knowledge to help low- and middle-income countries build stronger and more inclusive education systems and accelerate progress toward the Sustainable Development Goal of education for all.
L’utilisation inadéquate des données sur l’éducation dans le cadre de l’élaboration des politiques entrave les progrès dans l’amélioration des résultats de l’apprentissage et la promotion de l’équité. Des recherches supplémentaires sont nécessaires pour comprendre l’utilisation des données et la manière de combler le fossé entre les données et leur mise en œuvre, en particulier au niveau local. Ce projet vise à adapter et mettre à l’échelle une initiative de l’UNICEF couronnée de succès, Data Must Speak (les données doivent parler, DMS), qui intègre des ensembles de données afin de déterminer les districts et les écoles qui obtiennent de meilleurs résultats que les autres, puis étudie la manière de mettre à l’échelle les facteurs qui ont conduit à ces succès. Ce projet vise à renforcer les capacités des principaux décisionnaires et des fonctionnaires locaux en vue de les amener à comprendre la valeur de leurs données pour la conception, la mise en œuvre et le suivi des politiques. Il vise à accroître la durabilité de l’approche en développant des outils pratiques pour répondre également aux questions politiques futures. L’initiative DMS SCALE intègre des évaluations de répercussions afin à la fois de mieux comprendre et de générer des données probantes relatives aux avantages de la coproduction et de la diffusion des connaissances à l’échelle centrale et locale. En documentant les facteurs essentiels de succès dans ses quatre pays partenaires – le Tchad, la République démocratique du Congo, Madagascar et le Népal – le projet fait la promotion et facilite la mise à l’échelle dans différents contextes. Ce projet est financé dans le cadre du programme Partage de connaissances et d’innovations (KIX) du Partenariat mondial pour l’éducation (GPE), une initiative conjointe du GPE et du CRDI visant à mettre en relation l’expertise, l’innovation et les connaissances afin d’aider les pays à faible revenu et à revenu intermédiaire à mettre en place des systèmes éducatifs plus solides et davantage inclusifs, ainsi qu’à accélérer les progrès vers l’Objectif de développement durable en matière d’éducation pour toutes et tous.
