Les Andes centrales, composées de la Colombie, de l’Équateur, du Pérou et de la Bolivie, sont l’une des régions du monde les plus sensibles aux migrations et aux déplacements relatifs à la crise climatique. Ni les cadres réglementaires ni les institutions et établissements existants ne semblent en mesure de faire face à une crise dont l’ampleur et la complexité ne cessent de croître. Il y a une absence de politiques publiques et de latitude dans le traitement de ce que signifie migrer ou se déplacer en raison de la dégradation de l’environnement, ce qui donne lieu à des imprécisions et à des processus non officiels qui violent les droits des populations touchées. À l’échelle régionale, les études empiriques sur le climat et les migrations ont une approche fragmentée et réactive, se concentrant sur les menaces climatiques, les crises humanitaires et les conséquences des migrations environnementales. Ce projet entreprendra une analyse comparative des cadres réglementaires et des institutions et établissements existants, ainsi qu’une recherche-action collaborative avec les communautés en situation de vulnérabilité, au moyen d’une série d’études de cas sur les stratégies communautaires de gouvernance des déplacements. Il vise à générer des connaissances et des pistes pour le renforcement organisationnel des collectivités nomades touchées par les changements climatiques. Il vise également à soutenir la conception de politiques publiques et d’outils pour la gouvernance des déplacements et des migrations climatiques à partir d’une approche inclusive, prospective et intersectionnelle en Bolivie, en Équateur et au Pérou.
The Central Andes, made up of Colombia, Ecuador, Peru and Bolivia, is one of the regions of the world that is most sensitive to migrations and displacements related to the climate crisis. Neither existing regulatory frameworks nor institutions appear to be able to cope with a crisis that is progressively increasing in breadth and complexity. There is an absence of public policies and discretion in the treatment of what it means to migrate or move because of environmental degradation, which gives way to inaccuracies and informal processes that violate the rights of affected populations. At the regional level, empirical studies on climate and migration have a fragmented and reactive approach, focusing on climate threats, humanitarian crises and the consequences of environmental migration. This project will undertake a comparative analysis of existing regulatory frameworks and institutions, as well as collaborative action research with communities in vulnerable situations, through a series of case studies on community strategies for governance of displacement. It seeks to generate knowledge and capacities for organizational strengthening of mobile communities affected by climate change. It also aims to support design of public policies and tools for the governance of displacement and climate migration from an inclusive, prospective, and intersectional approach in Bolivia, Ecuador and Peru.

Facilitation of orderly, safe, regular and responsible migration and mobilityAssistance to developing countries that facilitates the orderly, safe, regular and responsible migration and mobility of people. This includes:• Capacity building in migration and mobility policy, analysis, planning and management. This includes support to facilitate safe and regular migration and address irregular migration, engagement with diaspora and programmes enhancing the development impact of remittances and/or their use for developmental projects in developing countries.• Measures to improve migrant labour recruitment systems in developing countries.• Capacity building for strategy and policy development as well as legal and judicial development (including border management) in developing countries. This includes support to address and reduce vulnerabilities in migration, and strengthen the transnational response to smuggling of migrants and preventing and combating trafficking in human beings.• Support to effective strategies to ensure international protection and the right to asylum.• Support to effective strategies to ensure access to justice and assistance for displaced persons.• Assistance to migrants for their safe, dignified, informed and voluntary return to their country of origin (covers only returns from another developing country; assistance to forced returns is excluded from ODA).• Assistance to migrants for their sustainable reintegration in their country of origin (use code 93010 for pre-departure assistance provided in donor countries in the context of voluntary returns). Activities that pursue first and foremost providers' interest are excluded from ODA. Activities addressing the root causes of forced displacement and irregular migration should not be coded here, but under their relevant sector of intervention.
