Les programmes de progression visent à aider les personnes extrêmement pauvres à devenir autonomes et à renforcer leur résilience face aux chocs. Ils le font en combinant le transfert d’actifs avec un soutien à la consommation à court terme, ainsi que l’accès à l’épargne, à la formation et à l’encadrement. Les données indiquent que de tels programmes réussissent à améliorer considérablement le niveau de vie et la résilience économique des gens. Cependant, bien qu’ils ciblent les femmes, ces programmes pourraient ne pas réussir à promouvoir l’égalité des sexes parce qu’ils ne s’attaquent pas systématiquement aux normes sociales restrictives et aux contraintes institutionnelles qui entravent l’autonomisation des femmes. Le CRDI appuie des programmes visant à accroître le rôle que les programmes de progression peuvent jouer dans la promotion de changements qui transforment les rapports entre les sexes et qui permettent d’améliorer les dimensions non économiques de l’autonomisation des femmes. Dans le cadre de ces efforts, le CRDI, la Fundación Capital et le Partenariat pour l’inclusion économique de la Banque mondiale ont récemment organisé un atelier pour examiner comment intégrer des approches sexospécifiques aux programmes de progression. L’atelier a mené à la création d’un groupe de travail sur la sexospécificité dont le mandat est de faire progresser les approches sexospécifiques dans les programmes de progression à l’échelle mondiale. Ce projet appuiera un document de délimitation qui recensera les pratiques exemplaires et il permettra de communiquer ces conclusions dans des forums mondiaux comme la Global Conference on Graduation qui sera organisée par la Banque mondiale en juin 2020. Les résultats seront également présentés au Paraguay, où la Fundación Capital met en place un projet pilote sur la sexospécificité et progression avec le gouvernement afin d’éclairer la mise en œuvre du programme. Le projet contribuera également à l’élaboration d’un programme de recherche prospectif sur la sexospécificité etprogression. Les programmes de progression prennent de l’ampleur et 25 pays commencent à les mettre en œuvre à l’échelle mondiale : ce projet offre donc une occasion importante d’éclairer l’action mondiale.
“Graduation” programs aim to support the extreme poor to become self-sufficient and build resilience against shocks. They do this by combining asset transfers with short-term consumption support, access to savings, training, and coaching. Evidence points to the considerable success of such programs in improving living standards and economic resilience. However, despite targeting women, these programs could fall short in promoting gender equality because they do not systematically address the restrictive social norms and institutional constraints that inhibit women’s empowerment. IDRC is supporting programming to enhance the role that graduation programs can play in promoting gender-transformative change and yielding returns to the non-economic dimensions of women’s empowerment. As part of these efforts, IDRC, Fundación Capital, and the World Bank Partnership of Economic Inclusion recently organized a workshop to explore how to integrate gender-transformative approaches into graduation programs. The workshop led to the creation of a working group on gender with a mandate to advance gender-transformative approaches within graduation programs globally. This project will support a scoping paper mapping best practices and it will share these findings in global forums such as the Global Conference on Graduation to be hosted by the World Bank in June 2020. The findings will also be presented in Paraguay, where Fundación Capital is advancing a pilot on gender and graduation with the government to inform program implementation. The project will also help develop a forward-looking research agenda on gender and graduation. With graduation programs gaining momentum and 25 countries starting to implement them globally, this project offers an important opportunity to inform global action.
