L'action du Pacte vert et bleu Comores (PVB-CUM) doté d¿un budget de 20, 4 M EUR pour une durée de mise en ¿uvre de 6 ans, est un programme innovant et transformateur axé sur les spécificités territoriales et environnementales de l¿Union des Comores . Elle vise à « renforcer la résilience environnementale et alimentaire des Comores ». Elle contribue à adresser des problématiques environnementales et alimentaires clés, dans un Petit Etat Insulaire en Développement (PIED) ¿ l¿Union des Comores ¿ fortement contraint par ses paramètres géographiques et socio-économiquesSes 3 composantes visent :(i) la conservation de la biodiversité et la gestion durable des écosystèmes insulaires (marins, côtiers et terrestres) en tenant compte des besoins économiques et sociaux des communautés locales, (ii) l¿évolution des systèmes alimentaires vers des modes de production verte (agriculture /élevage /agroforesterie) et bleue (pêche), de commercialisation et de consommation vertueux, plus durables (adaptés au changement climatique), diversifiés et sains (circuits courts, valorisant les production locales et contribuant à la nutrition)(iii) le renforcement des dynamiques de gouvernance territoriale inclusive intégrant les enjeux environnementaux (schémas d'aménagement du territoires, plans de développement locaux...)Pour soutenir une transformation profonde et obtenir des résultats susceptibles d¿être mis à l¿échelle, l¿action du pacte vert et bleue s¿ancre au sein d¿une dynamique territoriale intégrée concentrée au sein d¿un nombre restreint de terroirs , associée à une action transversale de dynamisation des appuis institutionnels favorisant le dialogue. L¿action est alignée sur les priorités nationales et sectorielles de développement : Plan Comores Emergent 2030, Contribution Nationale Déterminée révisée ¿CDN 2021-2030[1], Plan National d¿Investissement Agricole (PNIA), Politique Nationale de Nutrition et d¿Alimentation 2018-25 (PNNA) . Elle contribue à plusieurs ODD intersectoriels (faim-pauvreté-climat-environnement ¿océan).Au sein Programme indicatif pluriannuel (PIP) 2021-2027 de l¿UE pour les Comores, elle contribue directement à la mise en ¿uvre de la Team Europe Initiative pour une croissance verte inclusive à l¿échelle des territoires. Elle contribue au (i) Global Gateway pour une transition écologique, (ii) Plan d¿action genre (GAP III), (iii) feuille de route pour la société civile de l¿UE aux Comores, ainsi que (iv) Pacte vert européen ( notamment stratégie « De la ferme à la fourchette », « économie circulaire ») , (v) Alliance UE-Afrique, (vi) stratégie indopacifique, (vii) Nouveau Consensus européen pour le développement et (viii) futur plan action jeunesse de l¿UE.
