El Programa Talento humano, Innovación y Transferencia de Tecnología contribuirá, por un lado, a apoyar el incremento de las capacidades del sistema de público de I+D+i del Ecuador y para ello apoyará el fortalecimiento del sistema de investigación de la Universidad Regional Amazónica IKIAM y del Instituto Nacional de Investigaciones Agropecuarias (INIAP). Por otro lado, promoverá la capacitación de servidores/as públicos de las Unidades de Talento Humano (UATHs).
