(Peru): USAID awarded an institutional strengthening support activity in FY 2019 to improve public investment and increase household incomes in post-eradication areas once dominated by the drug trade. The activity helps the National Commission for Development and Life without Drugs (DEVIDA) to implement the Government of Peru's National Strategy for Combating Drugs. FY 2021 funds will be used by USAID to: (1) provide technical assistance to improve DEVIDA's processes and the capacity of its human resources; (2) guide decision making processes and stimulate organizational improvements in administrative areas, as well as in operational areas such as community organizing, inter-governmental coordination, and assistance delivery; and (3) help DEVIDA and the Ministry of Economy and Finance (MEF) to work with, and support, subnational governments to respond to citizen demands for state services in post-eradication areas, as stated in a tripartite memorandum of understanding (MOU) between USAID, MEF, and DEVIDA. By improving local governments' capacity to plan for and transparently manage public investments, this activity aims to improve basic services in sectors such as health, education, and transportation. USAID support helps the GOP consolidate its capacity to provide rural Peruvians in priority areas a sustainable, licit economic alternative, thereby enabling farmers to stay away from illicit coca cultivation, reducing inputs for drug trafficking organizations, and enabling increased private sector and market-led activities. Expected results include a 20% increase in incomes for families in priority post-eradication areas, $658 million of new public investment, and a significant improvement in access to basic services in 28 municipalities in targeted areas.Funding for this mechanism contributes $350,000 to the TCB directive of $9,000,000, and $350,000 to the MSME directive of $7,000,000.. .

(Perú): USAID otorgó una actividad de apoyo al fortalecimiento institucional en el año fiscal 2019 para mejorar la inversión pública y aumentar los ingresos de los hogares en áreas posteriores a la erradicación que alguna vez estuvieron dominadas por el tráfico de drogas. La actividad ayuda a la Comisión Nacional para el Desarrollo y Vida sin Drogas (DEVIDA) a implementar la Estrategia Nacional de Lucha contra las Drogas del Gobierno del Perú. USAID utilizará los fondos del año fiscal 2021 para: (1) brindar asistencia técnica para mejorar los procesos de DEVIDA y la capacidad de sus recursos humanos; (2) orientar los procesos de toma de decisiones y estimular mejoras organizativas en áreas administrativas, así como en áreas operativas tales como organización comunitaria, coordinación intergubernamental y prestación de asistencia; y (3) ayudar a DEVIDA y al Ministerio de Economía y Finanzas (MEF) a trabajar y apoyar a los gobiernos subnacionales para responder a las demandas ciudadanas de servicios estatales en áreas posteriores a la erradicación, como se establece en un memorando de entendimiento (MOU) tripartito entre USAID, MEF y DEVIDA. Al mejorar la capacidad de los gobiernos locales para planificar y gestionar de forma transparente las inversiones públicas, esta actividad apunta a mejorar los servicios básicos en sectores como la salud, la educación y el transporte. El apoyo de USAID ayuda al Partido Republicano a consolidar su capacidad para brindar a los peruanos rurales en áreas prioritarias una alternativa económica lícita y sostenible, permitiendo así a los agricultores mantenerse alejados del cultivo ilícito de coca, reduciendo los insumos para las organizaciones narcotraficantes y permitiendo un aumento del sector privado y de las actividades dirigidas por el mercado. Los resultados esperados incluyen un aumento del 20% en los ingresos de las familias en áreas prioritarias posteriores a la erradicación, $658 millones de nueva inversión pública y una mejora significativa en el acceso a servicios básicos en 28 municipios en áreas objetivo. El financiamiento para este mecanismo aporta $350.000 a la directiva TCB de $9.000.000 y $350.000 a la directiva MIPYME de $7.000.000.
